According to the assessment of the Department of Personnel and Organization, the training of human resources in the Agriculture and Rural Development sector is facing difficulties and limitations.

In particular, labor in the agricultural sector has decreased rapidly from nearly 70% (in the 1990s) to less than 30% (in 2021). In particular, the average number of workers continues to decrease by 1% each year, corresponding to about 500,000 workers withdrawing from the agricultural sector.

At the same time, the proportion of workers with professional qualifications is still low, equivalent to about 4.6%. Many officers and members of the Cooperative do not have degrees or certificates or have only been trained at the elementary level, short-term classes of less than 3 months, thereby leading to weak efficiency and administrative capacity.

Besides, the team of civil servants with the ability to use information technology and foreign languages ​​is not high; The number of officials with strategic thinking and the ability to advise and advise on regional and international policies is still small.

According to the Ministry of Agriculture and Rural Development, this training conference takes place over 2 days from July 22 - 23. This is one of the contents concretizing the Resolution of the Party Committee of the Ministry of Agriculture and Rural Development on "Innovating and improving the effectiveness of training high quality human resources, meeting the needs of sustainable development of the Agriculture and Rural Development sector".

The training content mainly focuses on issues about the current situation, training requirements and human resource development of the agriculture and rural development sector; recruitment and cooperation needs between businesses and schools related to the agriculture and rural development industry; applying high technology and requiring innovation in enrollment; deploy agricultural vocational training for rural workers; experience in cooperation in research, science and technology transfer and vocational training locally; Guide the process of participating in and managing scientific and technological research projects.
