On October 6, Lam Dong Provincial People's Committee issued an official dispatch directing departments, branches and localities to focus on reviewing and removing difficulties for investment projects using non-state budget capital in the fields of culture - society, such as tourism, healthcare, education, and services.
In the past, although many meetings and directives have been issued, the progress of project implementation is still slow due to problems with planning, site clearance, land price determination, land procedures, etc.
Some projects have also proposed applying the reason of force majeure due to the COVID-19 epidemic to extend the progress.
The Chairman of the Provincial People's Committee assigned the Department of Finance, according to the "6 clear" principle (clear people, clear work, clear time, clear responsibilities, clear products, clear authority), to preside over coordinating with departments, branches and localities to review common problems that slow down project progress (planning, land, site clearance, infrastructure, etc.).
From there, the Department of Finance proposes specific solutions for each case, ensuring synchronous, unified and fair handling.
The Department of Finance shall preside over and classify each group of difficulties and obstacles, determine which unit or locality is under the tasks and authority to send a list of projects to each department, branch or locality. Complete and report to the Provincial People's Committee before October 15, 2025.
Based on the list of projects provided by the Department of Finance, departments, branches and localities proactively handle or coordinate to remove difficulties according to their authority; in cases beyond their authority, synthesize and propose the Provincial People's Committee to consider at weekly meetings.
Heads of departments, branches and Chairmen of People's Committees at the commune level are responsible to the Chairman of the Provincial People's Committee if they are late or do not resolve the petition to enterprises and lack determination in removing obstacles in projects under their authority.
Commune, ward and special-use area People's Committees strengthen land management, build and resolve investment procedures and planning in accordance with their authority.
