Lao Cai Health Sector removes obstacles in implementing electronic medical records

Lao Cai - To date, only 4 out of 11 hospitals in the province have announced electronic medical records.

On the afternoon of July 22, Ms. Vu Thi Hien Hanh - Vice Chairman of Lao Cai Provincial People's Committee chaired a working session with leaders of the Department of Health, relevant departments and branches on the progress of implementing electronic medical records and removing difficulties and obstacles in health work after the merger.

The implementation of electronic medical records is identified by the provincial health sector as one of the key tasks in the health sector's digital transformation roadmap, contributing to modernizing the management system, improving the quality of medical examination and treatment, promoting administrative reform and gradually building a smart healthcare system.

To date, in Lao Cai province, 4 hospitals have completed the announcement of electronic medical records according to the provisions of Circular 54 of the Ministry of Health, including: General Hospital No. 1, General Hospital No. 3 (Ngia Lo), Van Yen Regional Medical Center and Yen Binh Regional Medical Center.

However, although Yen Binh Medical Center has announced electronic medical records, the missing server system and information security system need to be supplemented to ensure the implementation of electronic medical records is smooth and continuous.

Meanwhile, 7 units have not announced electronic medical records because they have not met the equipment to deploy information technology applications, digital transformation such as station computers, Lan network equipment. Security, information security, storage, data backup, backup systems and servers are still lacking...

At the meeting, the Department of Health raised difficulties and problems in organization and tasks at the merged units; models of regional health units with many units and differences; management of health stations is still not unified; decentralization of organization management, appointment of positions; the use of stamps for units working in the two places; the work of moving health workers to new administrative centers to work...

The Department of Health also raised difficulties in the facilities of some units that have degraded, the scale is not met, the location is not suitable and needs to be upgraded, renovated, and moved to new facilities immediately after the merger of provinces; payment for health insurance settlement, procurement bidding; service prices...

To ensure that by August 30, 2025, hospitals and medical centers in the province complete the implementation of electronic medical records, Vice Chairman of Lao Cai Provincial People's Committee Vu Thi Hien Hanh assigned the Department of Science and Technology to preside over and coordinate with the Department of Health and the Department of Finance to establish an interdisciplinary working group to assess and appraise the contents related to the implementation of electronic medical records at medical centers that have not yet announced electronic medical records; promptly submit to the Provincial People's Committee, submit to the Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee.
