On January 9, information from the People's Committee of Nghe An province said that it had just issued Official Dispatch No. 183 requesting agencies, organizations, units, and localities to strengthen the management of public assets.
Accordingly, the Provincial People's Committee assigned agencies, organizations, units and localities to base on the content of Official Dispatch No. 91/VPCP-KTTH of the Government Office to promptly and properly implement, not to waste or lose state assets.
Assign the Department of Finance and the Department of Natural Resources and Environment to implement Official Dispatch No. 91 dated January 4, 2025 of the Government Office based on their assigned functions and tasks; advise the Provincial People's Committee to ensure timely and correct implementation.
The Department of Finance shall preside over, promptly organize and advise on the arrangement and handling of public assets and working offices; focusing on cases of non-use, ineffective use or improper use (if any), to avoid waste and loss of state assets.
The Department of Natural Resources and Environment shall preside over, organize implementation, and advise on the handling of housing and land facilities subject to recovery according to the provisions of the law on land and other related contents, ensuring timeliness, compliance with procedures and regulations.
In Official Dispatch No. 91/VPCP-KTTH, the Government Office requested the Chairman of the Provincial People's Committee to direct agencies, organizations and units under their management to promptly develop a plan to handle public assets and working headquarters based on legal provisions; focusing on cases of non-use, ineffective use, and improper use to decide on handling according to authority or report to competent authorities to decide on handling according to regulations, to avoid waste and loss of State assets.
Focus on removing obstacles, thoroughly handling public assets and offices that have been decided to be handled by competent agencies and individuals within the prescribed time limit. For houses and land that are subject to recovery under the provisions of the law on land, the natural resources and environment agency is responsible for submitting to the People's Committee of the same level for a decision on recovery for handling in accordance with the provisions of the Land Law, not implementing the rearrangement and handling procedures according to the regulations on management and use of public assets; not allowing the situation of shirking responsibility, avoiding responsibility leading to slow handling of public houses and land, causing waste and loss.
The People's Committees of provinces and centrally run cities direct the adjustment of planning, determination of land prices, implementation of administrative procedures on land according to their authority and provisions of law, and give opinions on the plan to rearrange and handle houses and land of centrally managed units according to their authority to speed up the progress of rearrangement and handling houses and land.
