On November 2, information from the People's Committee of Nghe An province said that it had just issued an urgent dispatch requesting the Chairmen of the People's Committees of districts, cities and towns; Directors of Departments, Heads of relevant provincial-level sectors to synchronously, drastically and effectively deploy measures to prevent and control animal diseases, especially African swine fever.
Since the beginning of the year, Nghe An province has had many epidemics in livestock such as African swine fever, foot-and-mouth disease, lumpy skin disease in cattle, avian influenza, rabies...
Currently, African swine fever is developing quite complicatedly with more than 50 outbreaks in 17 districts, cities and towns in less than 12 days.
It is assessed that in the coming time, the risk of African swine fever and other dangerous diseases in livestock arising and spreading widely is very high.
Nghe An Provincial People's Committee requested the People's Committees of districts, cities and towns to direct relevant departments, units and commune-level People's Committees to strengthen inspection and disease surveillance at the grassroots level to promptly detect and handle newly emerging outbreaks.
Resolutely fight the epidemic
For localities with African swine fever, focus all resources to promptly handle and control the epidemic, prevent it from spreading widely; organize drastic, synchronous and effective implementation of disease prevention and control measures according to regulations.
Absolutely do not be negligent or subjective in disease prevention and control; consider the responsibility of heads of authorities at all levels in leading and directing the work of preventing and controlling animal diseases.
Strengthen propaganda and guidance to raise awareness among livestock farmers about the dangerous nature of epidemics and prevention and control measures; advise livestock farmers to buy healthy, clearly-origin breeding stock; do not re-herd or increase herds in epidemic areas; apply sanitation and disinfection measures with lime powder and chemicals in barns and surrounding areas at high risk; promote biosafety farming; when detecting sick or dead livestock or poultry, immediately notify veterinary staff; absolutely do not hide the epidemic to sell quickly; do not throw animal carcasses into the environment to spread the disease and pollute the environment.
Conduct environmental disinfection, organize the destruction of sick or suspected sick livestock; destruction must ensure technical requirements, avoiding the situation where a household has sick livestock destroyed multiple times.
Strengthen the interdisciplinary inspection and control force to promptly detect and handle violations of transportation, slaughter, collection, and trading of animals and animal products in the area according to current regulations.
Localities direct the People's Committees of communes, wards and towns to monitor the destruction of diseased livestock, prepare records to support livestock farmers who have suffered losses due to epidemics to the right subjects, publicly and transparently; absolutely not to take advantage of policies.
Focus on directing the vaccination of livestock in the 2024 Autumn crop to meet the planned target, ensuring the requirements of disease prevention (over 80% of the total herd). Mobilize farmers to proactively purchase African swine fever vaccine to vaccinate their pigs.
Any locality that does not give strong direction in the work of vaccinating livestock, achieving a low rate, allowing animal diseases to spread widely, causing people to die from rabies... causing great damage to livestock farmers, the Chairman of the District People's Committee must be criticized before the Chairman of the Provincial People's Committee.
