Implementing Resolution No. 263/NQ-CP of the Government and Official Letter No. 13578/BTC-NSNN of the Ministry of Finance, communes in Lao Cai province have developed a plan to organize gift giving to all people in the area on the occasion of the 80th anniversary of the August Revolution and National Day on September 2.
The form of gift giving on September 2 is one-time payment per permanent household, the amount is calculated based on the number of households according to national population data. Each person receives 100,000 VND in cash; the household owner or family member receives the gift on behalf of and is responsible for transferring the gift to other members.
According to the reporter's records, Xuan Quang commune has established 45 working groups in 45 villages. The teams directly received the funds and paid them to households at the Village Cultural House, with signatures, ensuring publicity, transparency and the right subjects.
Xuan Quang Commune People's Committee also assigned specialized departments to receive and hand over gift funds to working groups; make a list, supervise and settle according to regulations; Vietnam Fatherland Front Committee and socio-political organizations coordinate propaganda and support so that the gift giving takes place solemnly and promptly.
"Never before has the country's festival been so bustling. The gift has great spiritual and practical value for our people, said Mr. Vu Seo Quang.
Similarly, in the mountainous communes of Bat Xat and Bao Yen, from the afternoon of August 31, the government began paying gifts to the people, on the occasion of the 80th anniversary of the August Revolution and National Day on September 2. With a value of VND100,000/person, local people were excited to receive gifts in the bustling atmosphere of the National Day.
Holding the amount of 500,000 VND corresponding to 5 people in hand, Ms. Ly Thi May shared: "This is the first time I have seen the whole people receive gifts for the independent New Year. Although the 100,000 VND gift is not big, when it comes to National Day on September 2, people feel very warm. Late at night, but everyone is still happy and excited to line up to receive gifts, clearly demonstrating the solidarity and attachment of the community".
It is known that in order to ensure the payment of gifts to the right subjects and to each household, many other communes in the area are setting up working groups to receive funds and pay directly to households in the area, ensuring the right subjects, publicity, transparency, and compliance with regulations.
The commune police are responsible for extracting the list of citizens in the National Population Database, details for each household and village provided to the working groups as a basis for giving gifts.
According to the plan, the payment will be carried out centrally from August 31 to September 1, 2025; in special cases, it can be extended but not later than September 15, 2025.
