Initial information, at about 9:45 p.m. on September 20, at km 28+700 of Provincial Road 391, Nguyen Giap Commune, Hai Phong City, Mr. T.D.Q (born in 1990, residing in Nguyen Giap Commune) was driving a motorbike in the direction of Quy Cao - Cau Xe, carrying behind him Mr. P.V.A (born in 1985, residing in Lac Phuong Commune, Hai Phong City). When reaching the above road, Mr. Q's car collided with a car traveling in the opposite direction, turning left.
