According to actual records, there are 4 flooded spots on National Highway 1A, with depths of about 30 - 50cm.

Many people living in the flooded road area said that on the morning of the same day, heavy rain occurred in the area, causing the Chieu Bach River (near the national highway) to rise and overflow onto the national highway.

Upon receiving information about the incident, Thanh Hoa provincial authorities put up warning signs and deployed forces to direct and regulate traffic.
