On December 24, An Bien District Police (Kien Giang Province) said that the unit had just discovered and caught red-handed N.T.D (27 years old, residing in Minh Hoa Commune, Chau Thanh District, Kien Giang Province) driving a motorbike to distribute flyers advertising installment loans in Trung Quy Hamlet, Dong Thai Commune, An Bien District.
During the inspection, the police seized about 1,000 leaflets printed with content about installment loans and D's phone number so that passersby who picked up the leaflets would have contact information if they needed to borrow money.
Working with the police, D confessed that a few days earlier, he had gone to a printing shop in Rach Gia City to rent 1,200 flyers advertising installment loans, then distributed them in Chau Thanh and An Bien districts. The loan did not require collateral, health insurance, electricity bills or citizen identification, the loan amount was from 2 million to 10 million VND, with an interest rate of 20 - 35%/month.
For D's violation, An Bien District Police issued a decision to fine D 9 million VND.
