Thanh Hoa promotes digital learning, builds a comprehensive digital citizen platform

Thanh Hoa On April 29, the Provincial Party Committee's Propaganda Department issued guidelines on popularizing digital learning in the province.

Guidelines to implement the Project "Operating digital learning nationwide by 2030" under the direction of the Central Party Secretariat.

Accordingly, the popularization of basic digital skills will be widely deployed to people aged 15 and over living and working in Thanh Hoa, regardless of composition, occupation, or educational level. The goal is to make digital skills a popular knowledge, meeting the development requirements in the digital transformation era.

Digital learning content focuses on three main groups: basic information technology knowledge; skills in using digital services in administration, life, production and business; skills to protect personal information in the online environment. In particular, priority is given to guiding people to effectively exploit online public service platforms and essential digital applications.

Together with training organizations, the province has identified propaganda as playing a key role. All levels, sectors and localities have promoted propaganda about digital learning through the press, radio, social networks, and grassroots media systems, with vivid, accessible content, suitable for each target audience.

Propaganda is closely linked with patriotic emulation movements and major campaigns of the province such as "All people unite to build new rural areas, civilized urban areas", "Thanh Hoa people speak well, work well", to create an atmosphere of emulation to learn digital skills in the community.

The Provincial Party Committee's Propaganda Department requires cadres, party members, civil servants, and public employees to set an example in learning and applying technology, playing a core role in spreading the habit of using digital services in society.

The guidelines also clearly assign responsibilities: the education and training sector integrates digital skills into general education and continuing education programs; the information and communication sector creates guidance materials, produces videos, digital resources for training; the labor - war invalids and social sector integrates digital skills in vocational training programs, job support.

Thanh Hoa aims to have over 70% of people eligible to meet basic digital skills standards by the end of 2025; by 2030, this rate will reach over 90%, aiming to comprehensively popularize digital skills among the people.

Promoting digital learning not only expands access to modern knowledge, but also creates a solid foundation for Thanh Hoa to strongly develop three pillars: digital economy - digital society - digital citizens, improve competitiveness, and bring the province firmly into the era of comprehensive digital transformation.
