On September 19, in Hai Phong, the People's Security Academy coordinated with Hai Phong City Police to organize a scientific - practical seminar with the theme "Ensuring security and order to serve private economic development in Hai Phong City in the spirit of Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development".
Co-chairing the seminar were Major General, Associate Professor, Dr. Trinh Ngoc Quyen, Director of the People's Security Academy and Major General, Dr. Bui Quang Binh, Director of Hai Phong City Police. Also attending were Lieutenant General, Associate Professor, Dr. Phan Xuan Tuy, Director of the People's Public Security Academy; Vice Chairman of Hai Phong City People's Committee Tran Van Quan; representatives of the city's departments, branches and sectors.

Speaking at the opening of the seminar, Major General, Associate Professor, Dr. Trinh Ngoc Quyen said that based on the forecast and proactive grasp of the urgent requirements for ensuring security and order (ANTT) in general, developing the private economy in particular, to promptly thoroughly grasp Resolution 68 of the Politburo on private economic development and the Action Program of the Central Public Security Party Committee in implementing Resolution 68 of the Politburo, the People's Security Academy and Hai Phong City Police have closely coordinated to organize a scientific - practical seminar "Ensuring security and order to serve private economic development in Hai Phong city in the spirit of Resolution No. 68-NQT/TW dated May 4, 2025 of the Politburo".
The scientific - practical seminar focused on two main groups of issues: General issues on ensuring security and order for private economic development; practical and practical issues on ensuring security and order for private economic development in the spirit of Resolution 68 of the Politburo in Hai Phong City in the new era.

25 presentations were sent to the seminar and 10 presentations were given directly focusing on providing fundamental arguments in both theory and practice, clarifying many core issues in public security work and coordination between Hai Phong City Police and units under the Ministry of Public Security and functional departments, branches, and enterprises serving private economic development - a requirement that is both urgent and has long-term strategic significance. The presentations have made many scientific and practical recommendations to improve the effectiveness of security and order assurance to serve the development of the private economy in general and the private economy in Hai Phong City in particular.

Speaking at the closing session of the seminar, Major General, Dr. Bui Quang Binh, Director of Hai Phong City Police, emphasized that in the coming time, it is necessary to continue to thoroughly grasp and seriously implement the contents of Resolution No. 68 in conjunction with the remaining pillar Resolutions of the Politburo, in conjunction with Resolution No. 45 of the Politburo on building and developing Hai Phong to 2030, with a vision to 2040, Resolution No. 226 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Hai Phong City.
