Recently, in Ninh Binh city, there have been many groups of young people driving motorbikes at high speed, weaving in and out of traffic, causing public disorder.
Recently, on the evening of October 20, the authorities discovered a group of teenagers carrying weapons such as pig-stabbing knives and pitchforks. This group drove 8 motorbikes at high speed on several roads in Ninh Binh city to find and attack other groups of teenagers.
After discovery, the authorities conducted an inspection, verification and summoned 16 subjects (aged 14 - 19 years old), confiscated 6 pig-stabbing knives, 1 trident and 8 motorbikes.
Previously, on the evening of September 29, the authorities also discovered two groups of 23 teenagers carrying pig-stabbing knives, swords and beer bottles, driving motorbikes at high speed and chasing and fighting each other in the area of Tran Hung Dao Street (Dong Thanh Ward, Ninh Binh City). The authorities verified and summoned the subjects for questioning.
Currently, both cases have been transferred to the Investigation Police Agency of Ninh Binh City Police for investigation and handling according to authority.
Faced with the above situation, the leaders of Ninh Binh City Police reported to the Board of Directors of Ninh Binh Provincial Police to ask for direction and establish Working Group 161 including units: criminal, drug, traffic order and police of wards and communes with a total of 42 people and assigned the Criminal Police team to be responsible for managing and implementing the task.
The task of the Working Group is to patrol and control the entire Ninh Binh city, promptly detect and handle violations related to young people driving motorbikes, committing violations of the law and other violations of the law.
According to the representative of the Ninh Binh City Police, from the beginning of 2024 to now, in Ninh Binh City, the functional forces have detected and handled 5 cases of public disorder caused by young people with 84 subjects. Of which, 3 cases with 52 defendants have been prosecuted. At the same time, preventive measures of temporary detention and prohibition of leaving the place of residence have been applied to the defendants and sending to reform schools for subjects who are not old enough to bear criminal responsibility.
"In addition to patrolling and controlling to promptly detect and strictly handle violators according to the provisions of the law. Ninh Binh City Police has sent a notice to local authorities requesting coordination and management of violators and cases of young people showing signs of violating the law. At the same time, propaganda is being carried out to schools about traffic safety and violations of the law related to driving vehicles to commit illegal acts" - said a representative of Ninh Binh City Police.
