Clause 3, Article 8 of Decree 282/2025/ND-CP stipulates administrative sanctions for violations in the fields of security, order, and social safety; prevention and control of social evils; prevention and control of domestic violence (effective from December 15, 2025), stipulating the following violations of regulations on public order:

3. Fine from 3 million VND to 4 million VND for one of the following acts:

a) defamation of the dignity and honor of others but not to the extent of criminal prosecution or provincection, teasing, insulting, defaming the honor and dignity of others, except for the cases specified in Point b, Clause 2, Article 26, Clauses 1 and 2, Article 39 of this Decree;

b) Organizing, hiring, assisting, inciting, enticing, luring, inciting others to intentionally cause injury or harm the health of others or offend the honor and dignity of others but not to the extent of criminal prosecution;

c) Intentionally reporting fake and untrue information to competent agencies and organizations;

d) Call emergency phone numbers 111, 113, 114, 115 or hotlines of agencies and organizations to harass, threaten, or insult;

d) Design, manufacture, repair, maintenance, testing of aircraft, aircraft engines, aircraft blades and equipment and equipment of drones, super light flying vehicles without sufficient records and legal documents issued or registered by competent state agencies according to regulations;

e) Design, manufacture, repair, maintenance, and testing of aircraft, aircraft engines, aircraft blades and equipment and equipment of drones and super light flying vehicles that do not meet the human resource requirements according to the license issued by a competent authority;

g) Design, manufacture, repair, maintain, and test aircraft, aircraft engines, aircraft blades and equipment and equipment of drones, super light flying vehicles that do not meet the requirements for equipment, vehicles, tools, factories, and yards according to a license issued by a competent authority;

h) Design, manufacture, repair, maintain, and test aircraft, aircraft engines, aircraft blades and equipment and equipment of drones, super light flying vehicles that do not ensure safety, safety standards and environmental conditions as prescribed by law.

Thus, insulting the dignity and honor of others but not to the extent of criminal prosecution can be fined up to 4 million VND.
