The Fire Prevention and Fighting and Rescue Community Experience Center (PCCC and CNCH) was built and deployed according to Directive No. 01/CT-TTg dated January 3, 2023 of the Prime Minister on strengthening fire prevention and fighting and rescue work in the new situation; Directive No. 46/CT-TTg dated December 23, 2024 of the Prime Minister on a number of urgent solutions in fire prevention and fighting and rescue work at facilities with fire and explosion risks, and crowded places during the New Year and Lunar New Year 2025.
During the construction of the Center, the City Police received assistance from the Korean Safety Education Association in selecting barracks, sponsoring models for practical experience of artificial intelligence, virtual reality technology using firefighting, rescue, first aid, escape equipment, smoke house models worth nearly 6 billion VND and installed in the 5-storey training tower.
The Fire Prevention and Rescue Community Experience Center covers an area of 129.6 square meters in a land area of 2,260 square meters. The 5-storey tower includes the first floor as an experience area for basic first aid education (CPR), an area for displaying fire protection equipment, smart fire alarms; an experience area for smoke extinguishers, an experience area for sensor fire extinguishers, an experience area for multi-hole power outlets, an experience area for free safety; an experience area for smoke mazes and slow-release ropes. The 5th floor alone retains its function as a training tower for the Fire Prevention and Rescue Police Team.

The center is designed as a space for learning, practical experience and providing systematic training programs on fire prevention and rescue for all subjects in society, from students to citizens and community organizations. This is also a place to disseminate and educate laws, knowledge, skills on fire prevention and prevention of incidents, accidents, measures for escape, rescue and rescue for citizens, students, suitable for each age, profession and field.
