On the afternoon of September 23, Vice Chairman of Can Tho City People's Committee Nguyen Van Hoa had a working session with relevant units on the construction progress of Component projects 2, 3, 4 of the Chau Doc - Can Tho - Soc Trang Expressway Construction Investment Project Phase 1.

At the meeting, representatives of the Management Board of the Investment and Construction of Traffic and Agricultural Works of Can Tho City - Investor of component projects 2.3,4 said: The total demand for sand for filling for component projects is about 20.01 million m3. Currently, a source of sand of about 17.540 million m3 has been identified and 6.933 million m3 has been exploited for the project. The remaining 2.561 million m3 is being contacted with An Giang, Dong Thap and Vinh Long localities for supplementation.
The project investor said that he has requested the Department of Agriculture and Environment of the city to consider and advise the People's Committee of Can Tho city to work with Vinh Long and Dong Thap provinces to support the sand source for Component Project 4, expected to be over 1.2 million m3. At the same time, it proposed that the People's Committees of Dong Thap and Vinh Long provinces consider transferring sand from mines serving the Can Tho - Ca Mau expressway to the Chau Doc - Can Tho - Soc Trang expressway project.
The leader of the Department of Agriculture and Environment of Can Tho City said that he will work with the People's Committees of Vinh Long and Dong Thap provinces on the supply of sand. It is expected that there will be about 1 million more m3 of cubic meters. According to preliminary calculations, the sand source for the expressway will basically meet the demand.

Vice Chairman of Can Tho City People's Committee Nguyen Van Hoa emphasized that the speed of sand mining is not yet at full capacity, but the material source at the construction site still meets the construction progress.
Mr. Hoa said that the Government's issuance of Resolution 66.4 on promulgating specific mechanisms and policies to remove difficulties in implementing the 2024 Law on Geology and Minerals has created favorable conditions, ensuring the source of materials for expressway projects.
Regarding materials, the leaders of the People's Committee of Can Tho City requested units to report in detail on the monthly sand exploitation plan and the actual amount exploited. He affirmed that a shortage of materials only occurs when the licensed reserves have been fully exploited, so units need to increase exploitation at licensed mines to ensure progress.
Regarding the progress of each package, he requested the units to report clearly, comparing with the direction of the Prime Minister and the contract. Only when we know which packages are slow and which packages are successful will we have a timely compensation plan, he emphasized.
He also requested a close assessment of the contractor's capacity, development of a detailed plan and progress until July 2026, and at the same time deployment of technical plans and reasonable adjustments to ensure the project is completed on time.
