Drivers look forward to specific support mechanisms

The Prime Minister has just issued Decision 2530/QD-TTg in 2025 approving the National Action Plan on overcoming pollution and managing air quality. One of the most important highlights for the capital Hanoi is the goal that by 2030, 100% of freight and passenger vehicles in the form of technology vehicles (shippers) will be supported to switch to using clean, green and environmentally friendly energy.

This information immediately became a hot topic of discussion on traffic and living forums in Hanoi, especially in the context of the capital's air quality being an urgent issue.

For the technology drivers in Hanoi, the news of being "supported" to convert vehicles is a positive signal. Mr. Nguyen Van Nam, a regular delivery driver in Cau Giay District, shared that the cost of fueloline and maintenance of internal combustion engine motorbikes is a large part of his daily income.

Mr. Nam said he strongly supports switching to electric vehicles to save operating costs and protect his health because he has to smoke and dust all day. However, what he cares about most is the level of actual support. If the State has a policy to support loan interest rates or subsidizes the price of exchanging old vehicles for new ones as mentioned in the document, he will be the first person to register.

Sharing the same view, Mr. Le Van Hung (Hoang Mai district) said that conversion is an inevitable trend. However, Mr. Hung also expressed concern about charging station infrastructure in deep alley areas of Hanoi. He hopes that in parallel with supporting car purchases, the city will invest heavily in the public charging station system to ensure that the shipper's work is not interrupted.

Customers and people support a green Hanoi

From the perspective of consumers, Ms. Mai Thu Huyen (an office worker in Hoan Kiem district) expressed her excitement about this roadmap. She said that every time she booked a motorbike taxi during rush hour, her biggest obsession was the strong smell of gasoline. 100% of shippers switching to electric vehicles not only helps reduce noise but also brings a more civilized travel experience to customers.

Many Hanoians also highly appreciate the humanity of Decision 2530. Mr. Tran Duc Luong, a retired cadre living in Cau Giay District, commented that Hanoi is under great pressure due to air pollution. Focusing on supporting the group of shippers - a force with high traffic frequency on the road - to switch to green vehicles is a strategic and correct step.

In addition, people also expect stronger measures stated in the Decision, such as piloting "Low Emission Zones" (LEZs) and relocating polluting facilities out of the inner city. This shows the determination of the Government and the city in returning the fresh air to the capital.

Implementation roadmap and pilot policies

To realize the goal of 100% of shippers using clean energy by 2030, Hanoi will implement a pilot project on financial mechanisms and policies for the period 2026 - 2030. Notable contents include piloting support for exchanging old motorbikes and building a support mechanism from credit institutions for green vehicle manufacturing enterprises.

In particular, the city will also pilot synchronous policies to support registration fees, public transport fares and support vehicle conversion loan interest rates. This is considered an important economic lever to encourage people and businesses to agree to participate.

In addition, the infrastructure for energy supply for electric vehicles is also focused on investment and expansion. With these synchronous and specific policies, Hanoi people have every right to hope for a greener, cleaner and more modern transportation look in the next 5 years.
