On August 4, Ninh Binh Provincial Police informed that during the performance of the task on August 2, the Working Group of Waterway Team No. 3 of the Traffic Police Department on duty at Km74 on the Red River (in Truong Thi Ward, Ninh Binh Province) discovered and inspected the watercraft with registration number TB-1666 captained by Luong Van Hoang (born in 2000, residing in Gia Vien Commune, Ninh Binh Province).
It is worth mentioning that Hoang showed signs of using fake documents to legalize the control of waterway vehicles, so he conducted verification and clarification.
During the investigation, using professional measures and with the coordination of the Criminal Techniques Department of the Provincial Police in the appraisal work, Luong Van Hoang confessed that his Certificate of professional competence of captain of a class T1 watercraft was not issued by a competent authority. Hoang asked a person in Hanoi to forge to practice for 11.7 million VND.
The Traffic Police Department has transferred the case file and evidence to the Office of the Provincial Police Investigation Agency for further investigation and clarification.
Previously, on July 28, also through patrolling and controlling, at Km14+500 on the Dao River (Lien Minh Commune, Ninh Binh Province), Waterway Traffic Police Team No. 3, Traffic Police Department inspected and discovered that the PT-2616 inland watercraft owned by Ngo Duc Sinh (born in 1981, residing in Phu My Commune, Phu Tho Province) was the captain, controlling the transportation of goods (sand) and could not present valid invoices according to regulations...
Currently, the authorities are continuing to verify to complete the dossier and handle it according to the provisions of the law.
