After arranging administrative units, Ca Mau province has about 157,000 ethnic minorities, of which more than 126,000 Khmer people live concentrated in many communes and wards. Along with socio-economic development, hostile forces still take advantage of ethnic and religious issues to incite and divide the great unity bloc. Therefore, promoting the role of reputable people becomes an important task in maintaining security and order from the grassroots level.
The whole province currently has 28 pagodas bearing the imprint of Khmer Southern Buddhist architecture. Not only are they places for religious activities, but the pagodas also contribute to preserving cultural identity, spreading solidarity and propagating the law.
The Internal Security Force of Ca Mau Provincial Police regularly sticks to the area, coordinates with Party committees and authorities to meet with dignitaries and prestigious people to propagate the Party's guidelines, policies and laws of the State; disseminate methods and tricks of criminals, and at the same time grasp the thoughts and aspirations of the people.

According to Senior Lieutenant Colonel Le Kieu Oanh, Deputy Head of the Internal Security Department - Ca Mau Provincial Police, building trust is the most important factor in mass mobilization work. When prestigious people and dignitaries accompany the police force, the Party's guidelines and the State's policies are conveyed more closely and easily received, contributing to consolidating the great unity bloc and maintaining political stability.
Many self-management models such as "3-positive club among Khmer people", "Ethnic minority areas actively self-defense and self-manage security and order", "Ethnic self-management group on security and order" are effective. In Phuoc Long commune, members participate in hundreds of patrols, coordinate to handle social evils and provide many sources of information to serve the fight against crime.
In Hung Hoi commune, club 3 actively successfully mediated 45 cases, mobilized people to donate land to build roads, plant nearly 5,000 trees, clear more than 21km of rural roads, contributing to building new rural areas and maintaining peace in hamlets and villages.
In parallel with security assurance work, the police force and local authorities implemented many social security activities such as giving gifts to poor households, giving 1,000 notebooks to students in difficult circumstances and directly participating in Khmer literacy teaching in the summer of 2026, building traffic bridges and charity houses. In Hoa Thanh ward alone, the Internal Security force and dignitaries supported funding to build three rural bridges with a total value of about 800 million VND and presented a charity house worth 50 million VND in Dam Doi commune.

From self-management models, social security activities and the companionship of prestigious people, Khmer Southern Buddhist dignitaries, Ca Mau is gradually building a solid people's heart battle, maintaining security and order, and consolidating the great national unity bloc.
