The People's Committee of Dong Thap province has recently issued a decision on promulgating the Project on Planning local budget capital entrusted through the Social Policy Bank to lend to the poor and other policy beneficiaries in Dong Thap province, period 2026 - 2030.
The total capital for lending in the 2026 - 2030 period is expected to be VND 5,312 billion. Of which, the additional central capital is VND 2,909 billion (VND 581.8 billion/year), the additional provincial budget capital is VND 1,350 billion (VND 270 billion/year), the recovered loans for rotation are VND 1,053 billion (VND 21.6 billion/year).
Accordingly, the subjects are allowed to borrow capital according to the provisions of Article 2 of Decree No. 78/2002/ND-CP dated October 4, 2002 of the Government on credit for the poor and other policy beneficiaries. The subjects are specified in the Resolutions of the Provincial People's Council on implementing support policies using capital entrusted by local budgets in Dong Thap province.
Every year, the provincial Social Policy Bank Branch implements the loan capital plan for the program; in which, priority is given to capital sources to meet the needs and timeliness for loans for workers working abroad under contracts; workers participating in study and practice programs at foreign enterprises signed and trained by the Provincial People's Committee.

For poor households, near-poor households, newly escaped poverty households, households with average living standards and low-income workers, focus on lending using the central capital allocated annually. In case the central capital does not meet the requirements, the lending will be balanced with local capital.
