Key agricultural regions need to simplify procedures

On August 5, Gia Lai Provincial People's Committee proposed to the Ministry of Agriculture and Environment to open training classes to improve capacity for officials in carrying out online procedures for registering planting area codes and packaging facility codes.

Recently, public opinion nationwide and the business community have paid special attention to planting area codes and packaging facility codes. Along with farming techniques and traceability, this is one of the three important criteria for agricultural products to be eligible for export to markets such as China, the US, Europe, Japan, the Middle East...

According to statistics from the Gia Lai Provincial Department of Agriculture and Environment, the whole province currently has 451 planting area codes with a total area of more than 13,420ha. Of which, 346 export planting area codes have been approved by the General Department of Customs of China, with an area of more than 11,660ha.

At the same time, Gia Lai has been granted 53 packaging facility codes for export, with a total capacity of 2,670-2,885 tons of fresh fruit/day.

The planting area codes are mainly allocated to key agricultural products such as passion fruit, durian, coffee, pepper, cashew, South American banana, rubber...

Being granted planting area codes and packaging facility codes helps agricultural products meet export conditions, bringing higher revenue and profits to people and businesses.

However, there are still many inadequacies and violations related to the management and use of planting area codes, packaging facility codes, causing damage to the interests of businesses and people in production areas.

The situation of using planting area codes not in accordance with regulations, collecting agricultural products outside the area that has been granted codes still poses a potential risk, affecting the reputation and brand of the province's agricultural products, especially for large-value export orders.

Gia Lai Provincial People's Committee has assigned the Provincial Police to promptly detect, investigate, and strictly handle fraudulent acts in the use of planting area codes, packaging facility codes, and other violations of the law.

Communes are granted, managed, and post-inspected planting area codes

Resolution No. 36/2026/NQ-CP of the Government officially took effect from August 1, 2026, establishing a breakthrough reform in the field of cultivation to remove difficulties and cut time and costs for people and businesses.

The Resolution stipulates the implementation of all procedures in the digital environment through the National Public Service Portal and the Professional Processing System of the Ministry of Agriculture and Environment.

In particular, the Resolution strongly decentralizes to grassroots levels, assigning the Chairman of the Commune-level People's Committee to directly carry out the issuance, re-issuance, management and post-inspection of planting area codes and packaging establishment codes in the area.

Along with the decentralization, the Resolution reduces 50% of the dossier components, leaving only petitions and abolishing the explanatory notes.

At the same time, the Resolution abolishes the regulation on the minimum area, clarifies the issuance of codes for intercropped crops, and at the same time ensures continuity for codes that have been issued before.

The Ministry of Agriculture and Environment also assigned key agricultural provinces to urgently launch the "30-day-night peak campaign" to definitively resolve dossiers for key commodities such as durian and coffee.
