Gia Lai Provincial People's Committee has just issued Directive No. 12/CT-UBND on promoting the movement of farmers to emulate good production and business, unite to help each other get rich and reduce poverty sustainably in the new period, according to Gia Lai e-Portal.
After nearly 10 years of implementing Directive No. 15/CT-UBND dated August 17, 2017, the movement of farmers competing in good production and business has developed widely in the fields of agriculture, forestry, fishery, small industry and services. Many effective production models have been replicated, the number of households with high incomes and escaping poverty has increased, contributing to rural economic development, building new rural areas and sustainable poverty reduction.
However, the movement still has limitations such as uneven development between localities; the rate of households achieving the title of good production and business at the provincial and central levels is still low; the application of science and technology, production according to linked chains, building planting area codes, production according to quality standards and supporting poor households have not met practical requirements.
To improve the effectiveness of the movement, the Chairman of the Provincial People's Committee requested departments, branches, and localities to innovate the content and methods of organization associated with restructuring the agricultural sector in a modern, smart, green and ecological direction; form concentrated commodity production areas with high productivity, quality and competitiveness.
According to the Directive, by 2030, the province strives to increase by at least 10% the number of households achieving the title of good production and business at the provincial and central levels compared to the present. Each commune level or inter-communal level establishes at least 1 club of good production and business farmers; each commune and ward builds at least 1 effective linkage and cooperation model led by good production and business farmers or excellent farmers as the core.
Gia Lai also orients to promote the pioneering role of farmers in agricultural digital transformation, application of science and technology, e-commerce, product traceability; organize production according to quality standards, food safety and market requirements. At the same time, promote support for capital, seeds, materials, technology transfer, job creation and help poor and near-poor households develop production and improve income.
The province assigned science and technology units and agricultural enterprises to strengthen the transfer of technical advances, supply of materials, plant varieties, livestock, veterinary services, processing and consumption of products; promote linkages with farmers through cooperation contracts to ensure stable output.
Commercial banks and credit institutions are proposed to prioritize capital sources for agricultural and rural development; allocate credit limits for linkage models owned by farmers who are good at production and business. Authorities at all levels continue to supplement resources for the Farmers Support Fund, and build pilot agricultural development models in rural areas.
The Provincial People's Committee assigned the Department of Agriculture and Environment to take the lead in monitoring, urging, and periodically summarizing the results of the Directive's implementation, promptly advising on removing difficulties, ensuring that the farmers' emulation movement for good production and business develops substantially and effectively in the new period.
