Hai Phong accelerates the progress of sampling, searching, and repatriating martyrs' remains

Hai Phong - On June 26, Steering Committee 515 of Hai Phong City requested to accelerate the progress of searching, repatriating and identifying martyrs' remains in 2026.

According to the Steering Committee 515 of Hai Phong City, after more than 1 month of synchronous implementation in the city, by June 24, the whole city had organized sampling at 65 cemeteries in 28 communes, wards, and special zones; excavated 522 graves, successfully sampling 424/522 graves. Among them, 98 graves could not be sampled because the sample was bad or mushy. To date, 339/522 samples have been handed over to the Military Forensic Institute, and 183 samples are temporarily stored at the Forensic Center under the Department of Health.

However, the Steering Committee assessed that the workload is still large, and the progress in some localities is still slow compared to the requirements. Meanwhile, the upcoming peak of the rainy and storm season may directly affect the work of taking samples, searching for and repatriating martyrs' remains.

To ensure the completion of targets and tasks for 2026 and effectively implement the "Operation 500 Days and Nights", the City Steering Committee 515 requests agencies, units, and localities to focus on implementing many key tasks.

Regarding the task of taking biological samples to identify martyrs' remains, the Steering Committee assigned the Department of Home Affairs to preside over and coordinate with the City Military Command and localities to continue reviewing, comparing, and completing diagrams of unidentified martyrs' graves; and at the same time summarize the missing information at cemeteries to serve as a basis for deployment in the following period.

People's Committees of communes, wards, and special zones are required to continue to thoroughly grasp and strictly implement the guiding documents of Steering Committee 515 at all levels; proactively review and adjust biological sample taking plans to suit actual conditions, and accelerate the implementation progress earlier than the registered time.

The City Military Command is assigned to preside over and coordinate with the Department of Health and the Department of Home Affairs to organize the supplementation of forces, establish more biological sample taking teams, ensuring that each area has 2 continuous operating teams, striving to take 20-25 samples per day in one area, starting from July 1, 2026.

Regarding the task of searching for and repatriating martyrs' remains, the People's Committees of communes, wards, and special zones continue to promote propaganda and mobilization; review and collect information, documents, and historical witnesses related to martyrs' graves and locations that may still have martyrs' remains in the area; send the results to the City Military Command before July 10, 2026.

The Steering Committee also assigned the City Military Command to coordinate with Vinh Bao, Kien Thuy, Kien Minh, Kien Hai, Kien Hung communes and wards - areas that have concluded - to continue collecting information, data, witnesses; verifying the reality, developing a plan to organize search and repatriation; establishing a specialized working group to implement and report to the City Steering Committee 515 before July 5, 2026.
