On March 23, the Government Office said that in Official Dispatch 270/TTg-KGVX, Prime Minister Pham Minh Chinh agreed on the policy of supporting the removal of temporary and dilapidated houses for children of resistance activists infected with chemical toxins.
The official dispatch clearly states that the care and resolution of housing for the People, especially people with meritorious services to the revolution, the poor, and policy beneficiaries, is always concerned by the Party and State with the spirit of "mutual affection", "not leaving anyone behind", "ensuring 100% of people with meritorious services and families of people with meritorious services to the revolution are well cared for in terms of housing".
The Prime Minister agreed with the proposal of the Ministry of Ethnic Minorities and Religions in document No. 210/TTr-BTTG and document No. 556/BDTTG-PC on the policy of supporting the removal of temporary and dilapidated houses for subjects who are children of resistance activists infected with chemical toxins from the source of support for the removal of temporary and dilapidated houses that have not been used through the Central "For the Poor" Fund; with the criteria of temporary and dilapidated houses implemented according to the provisions of Decision No. 55/QD-BXD of the Ministry of Construction and the level of support according to the provisions of Document No. 523/TB-VPCP; striving to complete before July 25, 2026 to practically celebrate the 65th Anniversary of Vietnam's Day for Victims of Agent Orange.
The Prime Minister assigned the Ministry of National Defence (Standing Agency of the National Steering Committee for Overcoming the Consequences of Bombs, Mines and Chemical Weapons After the War in Vietnam) to preside over and direct units and military forces to coordinate with the Central Committee of the Vietnam Fatherland Front, the Ministry of Home Affairs, the Ministry of Construction and relevant ministries, agencies, and localities to implement support and assistance, build to eliminate temporary and dilapidated houses for subjects who are children of resistance activists infected with chemical toxins; monitor, urge, and summarize the results of support implementation nationwide, and report the implementation results to the Prime Minister before July 27, 2026.
The Ministry of Home Affairs shall preside over and coordinate with the Ministry of National Defense, the Vietnam Association of Agent Orange/dioxin Victims, the National Action Center for Overcoming the Consequences of Chemical and Environmental Toxic Substances and localities to review the supported subjects to ensure accuracy and completeness according to the prescribed criteria, avoiding omissions and duplication.
The Ministry of Ethnic Minorities and Religions, the Ministry of Finance, the Ministry of Construction, the Ministry of Culture, Sports and Tourism and relevant ministries, agencies, and localities, according to their assigned functions and tasks, closely coordinate with the Ministry of National Defense in organizing implementation.
People's Committees of provinces and cities call on local people to help in the spirit of "whoever has something helps that, whoever has property helps property, whoever has labor helps labor, whoever has less helps less, whoever has more helps more" to build and repair houses for beneficiary households before July 27, 2026.
The Prime Minister noted that in the process of implementation, ministries, agencies, localities, and units must comply with the provisions of law, ensure publicity, transparency, fairness, right subjects, right purposes and in accordance with actual conditions.
Strengthen inspection and supervision to promptly detect and handle arising problems, prevent negativity, loss, and waste; promptly report to competent authorities for issues beyond their authority.
