In the first quarter of 2026, Lao Cai province allocated nearly 11 billion VND to support tourism development activities according to Resolution No. 30/2025/NQ-HĐND dated December 9, 2025 of the Provincial People's Council. This is an important policy to create more resources for community, cultural, and ecological tourism types, according to the Lao Cai Electronic Information Portal.
Immediately after the Resolution was issued, the Department of Culture, Sports and Tourism advised the Provincial People's Committee to issue a directive document, implementation plan and implementation guidance. Administrative procedures, review of needs, and registration to enjoy policies were guided to the People's Committees of communes and wards.
The synchronous implementation helps localities have a basis to review needs, identify beneficiaries and support content. Policy groups include borrowing capital to invest in tourist spots, building tourism products; supporting folk art troupes; purchasing waste collection equipment; training human resources; promoting and creating intangible cultural heritage dossiers.
According to initial summary, the minimum loan cost is about 11 billion VND; other support contents are about more than 5 billion VND. The demand for loans to build tourism products alone is more than 20 billion VND, and the demand for loans to invest in tourist destinations is about 6 billion VND.
In the first quarter of 2026, Lao Cai allocated nearly 11 billion VND, of which nearly 7 billion VND was for organizing commune-level tourism festival activities. At the same time, the province implemented entrustment through social policy bank branches with a total budget of about 20 billion VND to support loans for tourism development.
Along with capital support, tourism human resource development is emphasized. The Department of Culture, Sports and Tourism is advising on organizing about 30 training classes in key areas, focusing on restaurant nghiệp vụ, food safety, service skills, rooms, reception, fire prevention and fighting, rescue and English for tour guides. These contents contribute to improving skills for forces directly involved in tourism.
However, the implementation process still faces some difficulties. The Resolution has just been implemented, so many contents are in the stage of guidance, estimation, and funding appraisal. Some localities are still confused about procedures; commune-level officials concurrently manage many fields. The transformation of management focal points from district-level to commune-level after arranging the organizational structure also creates more pressure.
In the coming time, departments, branches and localities will continue to coordinate, remove difficulties, accelerate the progress of allocating funds, complete dossiers and implement support contents. Inspection and supervision work is strengthened, focusing on the actual effectiveness of policies for people and businesses.
Initial results show that Resolution No. 30/2025/NQ-HĐND has created a basis for Lao Cai to promote its tourism potential and advantages.
