Lao Cai is synchronously implementing Resolution No. 248/2025/QH15 of the National Assembly on specific mechanisms and policies for education and training development, considering this as a driving force to remove bottlenecks and improve the quality of human resources, according to the Lao Cai Provincial e-Portal.
Immediately after the resolution took effect, the Lao Cai Provincial People's Committee directed departments, branches, and localities to develop implementation plans, review current regulations, issue guiding documents and concretize new mechanisms suitable to reality.
At the beginning of the 2025-2026 school year, Lao Cai province had nearly 471,000 children, students, and trainees at 1,046 educational institutions, of which ethnic minority students accounted for about 67%. After arranging the school and class network in the 2026-2030 period, the number of schools decreased to 956, contributing to streamlining the apparatus, improving management efficiency and focusing investment resources.
From the new mechanism, Lao Cai has contracted 1,021 teachers, of which 637 people are assigned to particularly difficult areas; newly recruited 1,141 teachers and implemented a project to consider professional title promotion with 14,840 targets. However, the Education sector still only achieved 93.8% of the assigned staff, still lacking more than 2,000 teachers compared to the target and over 5,000 people compared to the quota.
Along with developing staff, Lao Cai province continues to invest in facilities. Currently, the proportion of solid classrooms reaches 86.6%, solid subject classrooms over 93%. Notably, projects to build inter-level boarding schools in border communes are being accelerated; 4 projects started in 2025 have reached 65-78% of the volume, striving to be completed before the 2026-2027 school year.
Lao Cai also allocated more than 1,017 billion VND to exempt and support tuition fees for 475,784 students, contributing to reducing the cost burden, maintaining universal education and limiting students dropping out of school.
Thanks to the synchronous implementation of solutions, the quality of education in Lao Cai province continues to be improved. The rate of students completing the program or meeting learning and training requirements reached over 99%; key education won 134 national excellent student awards, an increase of 6 awards compared to the previous school year.
In the coming time, Lao Cai will continue to effectively implement Resolution No. 248, accelerate the progress of boarding schools in border areas, improve the quality of teachers, promote digital transformation in education and propose to the Central Government to supplement staff and investment resources to develop comprehensive and sustainable education.
