On May 8, information from Lao Cai Provincial Police said that Luong Thinh Commune Police had administratively fined 2 cases for using electric shocks to illegally exploit aquatic products in the area.
Previously, during patrols and inspections to ensure security and order in the area of National Highway 37, passing through Luong Mon village, Luong Thinh commune, the task force of the Commune Police discovered 2 people with suspicious signs operating in the Ngoi Lau stream area.

Conducting an inspection at about 11 am on March 11, functional forces determined that the subjects were using electric shock tools to illegally catch seafood. At the scene, the police seized 1 set of electric shockers, 1 battery and 2 nets used to catch fish.
The identities of the 2 violating cases were identified as L.D. N (born in 1998, residing in Po Len Pa Oi village, Loc Binh commune, Lang Son province) and N.S. H (born in 1988, residing in Phu Cuong village, Mau A commune, Lao Cai province).
Based on the provisions of Clause 1, Article 28 of Decree No. 38/2024/ND-CP of the Government on sanctioning administrative violations in the field of aquaculture, on April 23, 2026, Luong Thinh Commune Police issued a decision to fine each case 4 million VND for the act of "Using electric shock tools to exploit aquatic products in cases where fishing vessels are not used but have not reached the level of criminal prosecution".
According to functional agencies, the use of electric shock to exploit aquatic products is a strictly prohibited act because it causes serious impacts on the ecological environment, exterminates many natural aquatic species, and affects the ability to regenerate long-term resources.
In addition to the risk of violating the law, the use of electric shockers also poses potential safety risks for users themselves and those around them.
Luong Thinh Commune Police recommends that people raise awareness of protecting aquatic resources, absolutely do not use destructive means such as electric shocks, explosives or toxic chemicals to catch fish.
When detecting cases of illegal fishing, people need to quickly notify the functional forces to promptly prevent and handle them according to the provisions of law.
