On June 21, leaders of Quang Tri Provincial People's Committee confirmed that they had issued document No. 2847/UBND-NNMT on accelerating the progress of implementing national target programs (MTQG) for the period 2026 - 2030. Key programs include: Building new rural areas; sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas.
Accordingly, the Chairman of Quang Tri Provincial People's Committee requested departments, agencies, branches and localities to identify the implementation of the National Target Programs as an important and urgent political task; from there, focus on leading and directing drastically, regularly and continuously.
Responsible units are responsible for urgently reviewing and concretizing central guiding documents; proactively issuing or advising competent authorities to issue documents under local authority right in June 2026 to organize implementation. Departments and sectors must proactively remove arising difficulties, strengthen inter-sectoral coordination, and absolutely not let commune-level People's Committees be delayed in implementation due to waiting for guidance.
The Provincial People's Committee assigned the Department of Agriculture and Environment to preside over and coordinate with relevant units to advise the Provincial People's Committee and the Provincial Steering Committee for National Target Programs to fully issue implementation documents. In which, the new rural commune criteria must be completed before June 30, 2026; advise on building implementation plans for the period 2026 - 2030 and the 2026 plan; and at the same time research and propose the application of digital platforms in management, supervision, evaluation and disbursement.
For the People's Committees of communes, wards, and special zones, the province requests to urgently consolidate the Steering Committee and the assisting apparatus; proactively review investment needs, build a list of projects close to reality, ensure sufficient conditions for deployment immediately after being allocated capital, and minimize the situation of "capital waiting for projects".
In addition, provincial leaders requested to continue to promote decentralization and delegation of power associated with strengthening inspection and supervision; promote the proactiveness and creativity of commune-level governments. Agencies and units must assign specific responsibilities to each collective and individual associated with output results; prioritize definitively handling unfinished tasks and projects, and contents that are likely to be completed in 2026 to soon put into use and promote investment efficiency.
The Provincial People's Committee also requested the Provincial Vietnam Fatherland Front Committee and socio-political organizations to promote propaganda and mobilize people to participate; promote the supervisory role of the community to ensure publicity and transparency in the management and use of capital sources and the organization of project implementation.
