On June 8, information from Thanh Hoa Provincial Police said that in order to improve the effectiveness of residence management and management of foreigners, and at the same time promote the role and responsibility of accommodation business establishments in the all-people movement to protect national security, in the afternoon of the same day, Sam Son Ward People's Committee organized a launching ceremony for the model "Residence establishments participating in ensuring security and order in managing foreigners".
According to Sam Son Ward People's Committee, the locality currently has 663 hotels, guesthouses and accommodation establishments operating, serving the resort and sightseeing needs of domestic and foreign tourists. Every year, Sam Son welcomes millions of tourists, especially during peak season, the number of overnight visitors increases sharply, creating a vibrant atmosphere for the locality.
Along with the number of domestic tourists, the number of foreigners coming to Sam Son for tourism, work and participate in commercial and service activities is also increasing. From July 1, 2025 to April 25, 2026, the locality recorded more than 1,000 foreigners coming to stay and operate.
This reality poses increasingly high requirements for residence management, especially temporary residence declaration and grasping the situation of foreigners at accommodation establishments.
From this reality, Sam Son Ward Police have advised the Party Committee and local authorities to comprehensively review and evaluate the management of foreigners in the area; and at the same time build and put into operation the model "Residential establishments participating in ensuring security and order in the management of foreigners".
The model aims to promote the role and responsibility of accommodation establishment owners in strictly implementing regulations on temporary residence declaration and management of staying guests; promptly exchange and provide information to the Police force when detecting unusual signs related to security and order.
Thereby, contributing to building a safe and civilized tourism environment, creating peace of mind for tourists when coming to Sam Son.
At the launching ceremony, representatives of accommodation establishments signed commitments to strictly implement the provisions of law on residence and entry and exit; fully implement the declaration of temporary residence for foreigners on the electronic system; proactively coordinate with the Police force in exchanging information, reviewing the population of residents and promptly notifying cases with signs of legal violations.
The launch of the model "Residential establishments participating in ensuring security and order in managing foreigners" not only demonstrates the core role of the grassroots police force in advising and mobilizing the participation of organizations and individuals in the task of ensuring security and order, but also contributes to building a safe and healthy tourism and investment environment, effectively serving the task of socio-economic development in the area.
