Towards the 78th anniversary of the Peace and Martyrs' Day (July 27,47 - July 27, 2025), these days, commemorative and gratitude activities are taking place across the country.
One of the highlights was a meeting with meritorious people and historical witnesses at the central level organized by the Ministry of Home Affairs in Hanoi this morning (July 24), with the participation of 250 outstanding delegates.
This is an opportunity to express our deep gratitude to revolutionary veterans, pre-upgrade cadres, Vietnamese Heroic Mothers, Heroes of the Human Armed Forces, Heroes of Labor during the resistance war, historical witnesses; people with meritorious services to the revolution through the ages.
It can be seen that in 2025, many new mechanisms and policies are being urgently completed, not only to show gratitude through specific actions but also to share and care for meritorious people in a more comprehensive and practical way, demonstrating the deep concern of the Party and State in the work of " use gratitude".
In the spirit of continuing the tradition of " use gratitude and repayment", the Department of Meritorious People (Ministry of Home Affairs) is coordinating with competent agencies to review and develop a Decree to replace Decree No. 131/2021/ND-CP.
This is an important document detailing and implementing measures for the Ordinance on Preferential treatment for people with revolutionary contributions.
This new Decree is expected to be submitted to the Government in the fourth quarter of 2025, will be inherited, amended and supplemented from practice, while reflecting newly arising contents, ensuring compliance with the current situation and the aspirations of the people.
At the same time, the Decree dossier on adjusting the monthly allowance regime for youth volunteers who have completed their tasks in the resistance war and youth volunteers at the grassroots level in the South participating in the resistance war in the period of 1965 1975, is also being completed to submit to the Government in the third quarter of this year.
Previously, a bright spot in the policy work in 2025 was the issuance of Circular No. 05/2025/TT-BLDTBXH dated February 28, 2025, regulating the technical and economic norms for DNA assessment services, identifying martyrs with missing information.
This has created more favorable conditions in identifying martyrs - a deeply humane act, contributing to bringing them back to their families and homeland.
According to the Department of Meritorious People, in the first 6 months of 2025, the Department received 397 samples of martyrs' remains for DNA examination, demonstrating a strong commitment to returning the names of those who have fallen.
The Department also appraised the records of martyrs and workers, submitted to the Ministry, and submitted to the Prime Minister for a new 196 Certificates of Merit; reissued 1,959 Certificates of Merit; issued extracts of 56 martyrs' records, and reviewed over 2,550 sets of martyrs' records.
Not only stopping at institutional building, caring for the lives of people with meritorious services continues to be a priority.
The Prime Minister issued Official Dispatch No. 102/CD-TTg dated June 30, 2025, requesting ministries, branches and localities to prioritize the implementation of tasks related to meritorious people policies.
The Ministry of Home Affairs also issued guidelines for implementing the President's decisions on gift giving, and at the same time urged the implementation of Decision No. 21/2024/QD-TTg on housing support for people with meritorious services and relatives of martyrs in the period of 2023-2025.
In particular, tens of thousands of houses are being repaired and rebuilt - each brick, each tiled roof is imbued with gratitude.
