On June 17, according to the Electronic Information Portal of the Ministry of Ethnic Minorities and Religions, the Ministry of Ethnic Minorities and Religions has just issued a Decision approving the Plan to implement the content "Propagating and mobilizing people in ethnic minority and mountainous areas" in 2026.
Accordingly, one of the key tasks belonging to component 5, Component Two of the National Target Program on building new rural areas, sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas (DTTS&MN) in the period 2026 - 2035, phase I from 2026 to 2030.
Raising awareness, strengthening trust among people
In the context of the new phase of the National Target Program entering a decisive implementation phase, propaganda and mobilization work is identified as a "blood vessel" connecting the guidelines and policies of the Party and the State with the reality of life of ethnic minorities.
The plan is issued to raise awareness and consciousness of ethnic minorities and mountainous people, religious people in complying with the Party's guidelines and policies, and the State's laws, especially for socio-economic development goals of ethnic minority and mountainous areas in the period 2026 - 2030.
In addition, the Plan aims for a long-term goal of contributing to preserving and promoting the good cultural identity of ethnic minorities, gradually eliminating backward customs and habits that still exist in community life.
This is also an important foundation for building a strong grassroots political system, maintaining political security, social order and safety, strengthening the great national unity bloc and consolidating the people's trust in the leadership of the Party and the State.
To achieve those goals, the Plan sets high requirements for the quality and effectiveness of propaganda work. Accordingly, communication activities must create widespread spread, attracting the response and active participation of the whole society, especially people in areas implementing the National Target Program.
Propaganda content needs to be timely and accurate; the form of implementation must be proactive, flexible, creative, and at the same time use funding in accordance with regulations, economically and effectively.
Six groups of key propaganda content
The plan identifies 6 groups of propaganda and mobilization content covering core areas of political, economic, cultural and social life in ethnic minority and mountainous areas.
First of all, propaganda work focuses on widely disseminating the major guidelines and resolutions of the Party and State on ethnic affairs.
At the same time, the Plan focuses on mobilizing ethnic minorities to uphold vigilance, resolutely fight against plots and tricks of hostile forces; actively participate in preventing and combating drugs, HIV/AIDS, prostitution, human trafficking, illegal missionary activities; eliminate early marriage and consanguineous marriage; ensure traffic safety and prevent the harmful effects of tobacco and alcohol in the community.
The work of preserving and promoting the values of tangible and intangible cultural heritage of ethnic minorities - from language, writing, costumes, festivals to cuisine - associated with community tourism development is also placed in a priority position.
In particular, the Plan emphasizes the commendation and honoring of typical collectives and individuals in socio-economic development, poverty reduction, contributing to promoting the image and cultural identity of 54 Vietnamese ethnic groups to domestic and international friends.
