This is a program under the Socio-Economic Development Project - a model of soldiers associated with ethnic minority and mountainous areas in 2025.
The households receiving the cows are people in the project area of Regiment 719. Each household was given 1 breeding cow that had been fully vaccinated and quarantined.
Previously, these households were instructed on how to build livestock barns, waste treatment measures, planting techniques and processing feed for cows.

The breeding cow donation program aims to continue promoting the core role of the Vietnam People's Army in building a national defense posture associated with a people's security posture in ethnic minority, remote and isolated areas.
At the same time, it strengthens the trust of ethnic minorities in the Party, State and Army, strengthening the great national unity bloc.
Thereby contributing to hunger eradication, poverty reduction, and improving the material and spiritual life of people in the project area.
Speaking at the program, Colonel Le Thach - Head of the Business Planning Department, Deputy Head of the Steering Committee for the implementation of the national target program of the 16th Corps - emphasized that the activity of donating breeding cows demonstrates the concern of the Party, State, Army and local government for the lives of people, especially people in remote, isolated and extremely disadvantaged areas.

Each cow given is not only material, but also a belief and motivation for families to rise up to stabilize their lives, develop the economy, and gradually escape poverty sustainably.
Colonel Le Thach suggested that after receiving the breeding cows, households will promote a sense of responsibility, actively care for them, apply science and technology, and the guidance of professional staff to develop effective livestock farming.
