At the 10th Session, the National Assembly officially passed the Law amending and supplementing a number of articles of 10 Laws related to security and order, including notable adjustments to the Law on Exit and Entry of Vietnamese Citizens.
According to the roadmap, these regulations will officially take effect from July 1, 2026. Vietnamese citizens' passports will be subject to stricter management with new regulations approved by the National Assembly.
Supplementing cases of passport revocation and cancellation
Specifically, in Clause 9, Article 3 of the amended Law (added to Article 27 of the current Law), 03 new cases are subject to this sanction, including: Cancellation of the validity of a valid ordinary passport when people have been issued a new passport; Revocation or cancellation of the validity of a passport that has been issued but information is detected to be incorrect; Cancellation of the validity of passports of wanted subjects.
This new regulation aims to ensure uniformity in population data management, prevent the use of incorrect personal papers and effectively support crime prevention and combat.
According to current regulations in the Law on Entry and Exit of Vietnamese Citizens, there are 04 cases of revocation or cancellation of the validity of the passport, including: Cancellation of the validity of the passport that is still valid but lost or in cases where it has been more than 12 months since the functional agency scheduled to return the passport but the citizen does not receive the passport and does not have a written notice of the reason for not receiving it; Revocation or cancellation of the validity of the passport of a person who is granted revocation of nationality, revoked Vietnamese citizenship, or has the decision to grant Vietnamese citizenship revoked; Revocation or cancellation of the validity of diplomatic passports, official passports that are still valid in case they are no longer eligible for use; Revocation or cancellation of the validity of the passport issued to a person who is subject to a decision to comply with administrative sanctions for violations specified in Clauses 1, 2, 3, 4, 5, 6 or 7, Article 4 of the Law on Entry and Exit of Vietnamese Citizens.
New regulations on ordinary passports issued according to simplified procedures
The new law stipulates that ordinary passports issued according to shortened procedures have a validity of no more than 12 months, are not renewed and are only valid for one use time when exiting Vietnam or entering Vietnam.
The new law supplements regulations related to the issuance of ordinary passports in the country. Accordingly, the passport applicant submits a declaration form according to the form that has fully filled in information, 2 portrait photos and related documents; presents a citizen ID card or ID card or electronic ID card or a valid passport.
Supplementing regulations on documents related to the issuance of ordinary passports abroad. Specifically, photocopy of citizen ID card or ID card or electronic ID card or other related documents issued by Vietnamese competent authorities for cases where personal information is changed compared to information in the passport issued most recently.
