Accordingly, Ninh Binh Provincial People's Committee agreed in principle to allow the People's Committees of communes and wards: Hoa Lu, Nam Dinh, Ha Nam, Tam Diep and Nho Quan to organize low-altitude fireworks displays with a duration of no more than 15 minutes at the approved locations.
During the Binh Ngo Lunar New Year 2026, fireworks display locations are organized in Hoa Lu ward, Nam Dinh ward, Ha Nam ward, Tam Diep ward and Nho Quan commune, focusing on New Year's Eve and the evening of December 29th of the lunar calendar. The number of fireworks displays at each location is arranged in accordance with actual conditions, ensuring safety, economy and efficiency.
All funds for organizing fireworks displays are made from socialized sources, without using state budget.
The Provincial People's Committee assigned the People's Committees of communes and wards licensed to set off fireworks to proactively coordinate with the Provincial Military Command, Provincial Police and relevant units to organize the implementation in accordance with regulations, ensuring absolute safety for people, property, security and order, and fire and explosion prevention.
The Provincial Military Command presides over and coordinates with the Department of Culture and Sports, Provincial Police and localities to develop specific plans, organize low-altitude fireworks displays in accordance with regulations; and at the same time strengthen inspection and supervision during the implementation process.
The organization of low-altitude fireworks displays during the Binh Ngo Lunar New Year 2026 and contributes to creating a joyful atmosphere, meeting the spiritual and cultural enjoyment needs of the people, and at the same time promoting the image of Ninh Binh being safe, civilized and rich in identity. The Provincial People's Committee requests relevant departments, branches, and localities to seriously implement and ensure compliance with regulations and efficiency.
