Hanoi City Police has issued a road ban and traffic diversion plan with expanded scope and time to serve the 14th National Party Congress, taking place at the National Convention Center (My Dinh) until January 25.
Expanding prohibited roads and tightening vehicle restrictions
According to the latest adjustment, functional forces have switched from temporary ban to thorough ban and expanded the scope for cars with a tonnage of 10 tons or more. Specifically, these vehicles are prohibited from circulating on:
Thang Long Avenue (both directions and service road), section from Pham Hung to Provincial Road 70;
Ring Road 3 elevated (both directions), section from Thang Long bridge to National Highway 5A intersection.
Other vehicles are restricted from circulating on the above-mentioned routes.
The prohibition and restriction period is from 9:00 PM on January 2nd to the end of January 25th.
Previously, according to the announcement on January 13, vehicles over 10 tons were only temporarily banned on Ring Road 3 elevated (Thang Long bridge section - National Highway 5A intersection) during the 6am-21am time slot on January 19-25.
List of temporarily banned roads by time slot
From now until January 25, during the hours of 6am-8am, 10:30am-12am, 1pm-2pm and 4pm-7pm, Hanoi City Police will temporarily ban trucks (public and private) and passenger cars with 16 seats or more on many key routes, including:
Pham Hung (Me Tri - Tran Duy Hung section).
Thang Long Avenue (line adjacent to the National Convention Center, Pham Hung - right-tower - Le Quang Dao section).
Tran Huu Duc, Le Duc Tho, Le Quang Dao, Do Duc Duc, Mieu Dam, Tran Duy Hung, Khuat Duy Tien (Le Van Luong - Pham Hung section).
In addition, Nguyen Chi Thanh, Lieu Giai (Nguyen Chi Thanh - Phan Ke Binh section), Dao Tan, Kim Ma, Van Phuc, Nguyen Thai Hoc, Tran Phu, Hung Vuong, Chu Van An, Hoang Dieu, Doc Lap, Le Hong Phong, Hoang Van Thu, Nguyen Tri Phuong, Dien Bien Phu, Le Duan (Dien Bien Phu - Nguyen Du section), Hang Long, Tran Binh Trong, Tran Hung Dao (Quang Trung - Quan Su section), Quan Su and Trang Thi routes also apply similar restriction measures.
The above types of vehicles are also restricted from entering the following routes: Hoang Hoa Tham, Thanh Nien, Thuy Khue, Nghi Tam, Au Co, An Duong Vuong, Yen Phu, Tran Nhat Duat, Hai Ba Trung, Lang, Lang Ha, Le Van Luong, Khuat Duy Tien, Me Tri and Thang Long Avenue.
Traffic diversion and alternative routes
During prohibited and restricted periods, functional forces guide vehicles according to alternative routes:
From the eastern provinces to the west: follow the Hanoi - Hai Phong expressway or National Highway 5, turn the Thanh Tri - Phu Dong bridge access road to Ninh Hiep intersection, go to new National Highway 3 and vice versa.
From the southern provinces to the east, west, and north: follow the Phap Van - Cau Gie expressway to Do Muoi intersection; turn to Ring Road 3 elevated - Thanh Tri bridge or through Phu Dong bridge - new National Highway 3; or continue the Hanoi - Bac Giang expressway.
From the southern provinces to the Northwest provinces: follow the Ho Chi Minh road - National Highway 21A and vice versa; or connecting branches such as Phan Trong Tue - Cau Buou - Van Khe - Le Trong Tan - Hoang Tung - Thang Long Avenue service road.
From Phu Tho to the center of Hanoi: follow National Highway 32, Hanoi - Hoa Binh highway or Lang Van Hoa road; recommend going to Cau Dien - Ho Tung Mau or National Highway 21 - National Highway 6 - Quang Trung - Tran Phu - Nguyen Trai, limit entering Thang Long Avenue.
The 14th National Party Congress took place from January 19 to January 25 at the National Convention Center, My Dinh, Hanoi, with 1,586 delegates, representing more than 5.6 million party members nationwide.
During this time, people and tourists need to proactively monitor road ban notices and traffic diversion before moving into the central and western areas of Hanoi.
Prioritize public transport, limit going on the above-mentioned routes during peak hours.
Tourists staying around the My Dinh - Cau Giay - Ba Dinh - Hoan Kiem areas should plan longer travel times, choose alternative routes according to traffic police instructions to avoid traffic jams and congestion during peak hours.
