Hanoi City Police issued a road ban and traffic diversion plan on many key roads of the city to ensure security, order and traffic safety to serve the 14th National Congress of the Party, taking place from January 19 to January 25, 2026 at the National Convention Center.
Plan to ban roads and restrict vehicles serving the 14th Congress
From 6:00 AM to 7:00 PM during the Congress (January 19 - January 25, 2026), Hanoi temporarily prohibits trucks of all kinds and passenger cars with 16 seats or more (except for vehicles serving the Congress, buses, toilets, incident handling vehicles) from circulating on some routes.
The specific time of temporary vehicle ban is from 6am to 8:30am; 10:30am to 12:00pm, 1pm to 2pm and from 4pm to 7:00pm.
Pham Hung, Thang Long Avenue, Tran Duy Hung, Le Quang Dao, Khuat Duy Tien, Nguyen Chi Thanh, Kim Ma, Hoang Dieu, Le Duan, Tran Hung Dao, Trang Thi and many other central routes.
In addition to the restricted routes, functional forces also restrict vehicles on some ring roads and gateways such as Hoang Hoa Tham, Thanh Nien, Au Co, An Duong Vuong, Lang, Le Van Luong, Me Tri and Thang Long Avenue.
In particular, the elevated Ring Road III (section from Thang Long bridge to National Highway 5A intersection) will prohibit vehicles with a tonnage of 10 tons or more from circulating from 6 am to 9 pm during the Congress.

Remote traffic diversion
To reduce pressure on the central area, Hanoi Police are implementing a remote traffic diversion plan. Vehicles from the eastern provinces to the west are guided to move through Thanh Tri bridge, Phu Dong bridge and new National Highway 3.
Vehicles from the South to the northern, northeastern and northwestern provinces will be regulated through Do Muoi, Ngoc Hoi, National Highway 2, National Highway 32 and inner city bypass routes.
For vehicles from the Northwest provinces such as Son La and Hoa Binh when returning to Hanoi, it is recommended to use National Highway 6, National Highway 21A or Ho Tung Mau, limiting travel to Thang Long Avenue during the Congress.
In addition to the Hanoi Police's plan, the Traffic Police Department - Ministry of Public Security also announced a plan to temporarily ban roads and divert traffic on expressways and national highways towards the Capital.
Accordingly, during peak hours every day, large tonnage trucks and passenger cars with 45 seats or more will be prohibited from circulating on the Hanoi - Hai Phong, Hanoi - Ninh Binh, Hanoi - Lao Cai, Hanoi - Thai Nguyen expressways and National Highways 1A, 2, 3, 5, 6, 32, Thang Long Avenue.
Vehicles from eastern provinces and cities (Hai Phong, Hung Yen,...) going to western provinces (Phu Tho, Thai Nguyen,...) following Hanoi, Hai Phong expressways and National Highway 5 to Hanoi territory proactively turn right onto the Thanh Tri - Phu Dong bridge access road to Ninh Hiep intersection, following National Highway 3 to go to western provinces and vice versa.
Vehicles from southern provinces (Ninh Binh, Thanh Hoa...) to eastern provinces and cities (Hung Yen, Hai Phong), western provinces (Thai Nguyen, Phu Tho,...) and northern provinces (Bac Ninh, Bac Giang,...) follow the Phap Van, Cau Gie expressways to Do Muoi intersection, proactively turn right to Do Muoi, Ring Road III elevated - Thanh Tri bridge, Hanoi and Hai Phong expressway access road to the eastern provinces or Phu Dong bridge to Ninh Hiep intersection, follow new National Highway 3 to the western provinces or go straight to Hanoi and Bac Giang expressways to the northern provinces and vice versa.
Vehicles from southern provinces (Nghe An, Thanh Hoa...) to the Northwest provinces (Son La, Lai Chau,...) follow the Ho Chi Minh - QL21A route to the Northwest provinces and vice versa.
Vehicles from southern provinces (Ninh Binh, Thanh Hoa...) go to western provinces (Thai Nguyen, Phu Tho,...) along the Phap Van, Cau Gie expressway to Do Muoi - Ngoc Hoi or from National Highway 1A turn Phan Trong Tue - Cau Buou - Van Khe - Le Trong Tan - Hoang Tung - Thang Long - Tay Mo - Mieu Nha - Xuan Phuong Avenue - Dien Bridge - Ho Tung Mau - Pham Van Dong - Thang Long Bridge - Vo Van Kiet - National Highway 2 go to western provinces and vice versa.
Vehicles from Phu Tho province along National Highway 32, Hanoi, Hoa Binh highways, Lang Van Hoa road to the center of Hanoi City mainly follow the Cau Dien - Ho Tung Mau route or National Highway 21 - National Highway 6 - Quang Trung - Tran Phu - Nguyen Trai to the center of the city and vice versa, limiting movement to Thang Long Avenue.
