According to the Decision, the recognition of the Quán Thánh Temple (located at number 194 Quán Thánh Street, Quán Thánh Ward, Ba Đình District, Hanoi) as a special national historical site is managed by the Ba Đình District People's Committee.

The Ba Đình District People's Committee is responsible for implementing and organizing the management, exploitation, and development of the tourist site in accordance with the provisions of the Tourism Law and relevant legal documents.
The Hanoi People's Committee has assigned the Department of Tourism, the Department of Culture and Sports, the Department of Commerce, the Department of Natural Resources and Environment, and the Ba Đình District People's Committee to guide the organization and management of the tourist site. At the same time, they will invest in the special national historical site of Quán Thánh Temple in accordance with the provisions of the law and the city, ensuring sustainable and effective development.
Quán Thánh Temple is one of the Thăng Long Four Guardians alongside the Bạch Mã Temple, the Voi Phục Temple, and the Kim Liên Temple. This temple worships Huyền Thiên Trấn Vũ. Initially, the temple was located in the south of the Tô Lịch River. After the capital was moved to Thăng Long, King Lý Công Uẩn had the temple relocated to its current location, hoping that Huyền Thiên Trấn Vũ would help control the water monster of Hồ Tây and guard the northern face of Thăng Long.
