According to the latest news from the National Center for Hydro-Meteorological Forecasting at 4:00 a.m. on September 8, the center of the tropical depression is located at about 21.2 degrees North latitude; 104.8 degrees East longitude, on the mainland of the Northwest region. The strongest wind near the center of the tropical depression is level 6 (39-49 km/h), gusting to level 7, moving westward at a speed of 10-15 km/h.
It is forecasted that by 4:00 a.m. on September 9, the tropical depression will move in a West-Northwest direction at a speed of about 15 km/h and is gradually weakening into a low pressure area.
At this time, the low pressure area penetrated deep into the mainland of Upper Laos, at 21.8 degrees North latitude and 101.5 degrees East longitude. With winds weaker than level 6, the storm no longer had a major impact.
However, provinces north of latitude 20.0 degrees North and west of longitude 107.5 degrees East still need to be on guard against heavy rain, flash floods and other extreme weather events. The western area of the Gulf of Tonkin and the northern region are assessed at level 3 natural disaster risk.
The Gulf of Tonkin (including Bach Long Vi and Co To island districts) today, September 8, still has strong winds of level 6, sometimes level 7, gusting to level 8; rough seas. The deep inland areas of the North have strong winds of level 6, gusting to level 7.
From the morning of September 8-9, the Northeast and Thanh Hoa provinces will have moderate rain, locally heavy rain and thunderstorms with rainfall ranging from 20-50mm, over 100mm in some places; mountainous areas will have heavy rain, locally very heavy rain with rainfall ranging from 50-100mm, over 200mm in some places.
The Northwest region will have heavy to very heavy rain with rainfall ranging from 100-200mm, locally over 350mm. Heavy rain can cause flooding in low-lying areas; flash floods in small rivers and streams, and landslides on steep slopes.
