Implementing Notice 190/TB-UBND dated September 6, 2025, the People's Committee of Cat Hai Special Zone issued a plan to limit passenger cars from 29 seats using fuel and oil to circulate in the center of Cat Ba, and at the same time organize pick-up, drop-off and confirmation of departure at the Ang Soi Intersection Transit Point, Hung Son village.
The main goal is to reduce traffic congestion, ensure safety for tourists; enhance the aesthetics and tourism environment; towards "Green Cat Ba". At the same time, promote public transport and environmentally friendly vehicles.
According to the plan, all vehicles with 29 seats running on gasoline/diesel (except priority vehicles according to the law) will limit traffic in the center of Cat Ba on Cat Ba, Tung Dinh, Nui Ngoc streets, the road connecting Xanh - Tung Dinh Intersection, Nui Xe street.
Implementation roadmap: phase 1 (1.1 - 1.3.2026) will be limited to 10:00 - 14:00 and 16:00 - 20:00; phase 2 (1.3 - 1.6.2026) will be expanded to 6:00 - 8:00; phase 3 (2.6 - 1.9.2026) will continue to be regulated according to the peak.
The People's Committee of the special zone also implemented the completion of the facilities of Ang Soi - Hung Son beach, increased propaganda, patrols, and handling of violations. Along with that, develop mini-buses, electric cars, and shuttle buses to serve tourists. The ultimate goal is to ensure safe - civilized - sustainable transportation, building a more friendly, green and clean Cat Ba tourism image.
