Hai Phong City People's Committee has just issued Decision No. 20/2026/QD-UBND regulating exemption and reduction of service fees for using Dong Bai - Cai Vieng ferry in Cat Hai Special Zone.
The decision specifies the subjects, conditions, and levels of exemption and reduction of service prices; applied to subjects entitled to policies, ferry transport service providers and related organizations and individuals.
Accordingly, the types of tickets exempted and reduced include: pedestrian ticket; cyclist ticket; motorbike taxi ticket; motorbike passenger ticket. For cars with fewer than 9 seats, exemption and reduction are applied when meeting the conditions: not engaged in transportation business; vehicles legally owned by Vietnamese citizens permanently residing in Cat Hai Special Zone; directly driven by the owner or spouse; each subject is only allowed to register for 1 vehicle.
Note that exemption and reduction only apply to Vietnamese citizens who simultaneously meet the conditions on the subject and type of ticket. Subjects entitled to the policy are issued cards and must present identification papers when crossing the ferry for inspection and comparison.
Accompanying passengers on the vehicle (except for the driver) are subject to exemption and reduction according to the pedestrian ticket if they are subject to regulations; in cases that are not subject to buying tickets at the prescribed price.
The issuance of the Decision contributes to creating favorable conditions for people, ensuring social security and improving the efficiency of management and exploitation of transport services on the Dong Bai - Cai Vieng ferry route.
