Hai Phong to have more commercial, cultural, and nightlife streets

Hai Phong - The City People's Committee has just agreed in principle to pilot the commercial, cultural and night food street in Lach Tray 53 area.

The street being piloted is named "Nighttime commercial, cultural and culinary street area No. 53 Lach Tray, Gia Vien ward".

The venue is in the area of the road connecting from Lach Tray street to An Bien lakeside road, including the area between the Children's Cultural Palace and the City Martyrs' Monument, the area between the City Martyrs' Monument and the Viet Tiep Friendship Labor Culture Palace; and the roadside area along An Bien lake behind the City Martyrs' Monument.

The pilot period is from 5:00 PM to 12:00 PM on weekdays, from October 15, 2026 to April 15, 2027.

The City People's Committee assigned the Gia Vien Ward People's Committee to complete, approve and organize the implementation of the Project on organizing night streets in accordance with regulations; develop and promulgate Regulations on coordination in management of activities, and promptly handle arising incidents during the implementation process.

Gia Vien Ward People's Committee is responsible for developing traffic organization plans, temporary use plans for roads and sidewalks, and fire prevention and fighting plans, and sending them to the City Police to coordinate in building and implementing plans to ensure fire prevention and fighting, traffic order and safety, and temporary traffic diversion during the operation period.

For cultural and artistic programs, Gia Vien Ward People's Committee provides complete information about performances, content, authors and performers to the Department of Culture, Sports and Tourism before the program takes place.

After the pilot period, Gia Vien Ward People's Committee organized an effectiveness assessment and sent the results to the Department of Finance for synthesis, consideration, and reporting to the City People's Committee to direct the implementation in the next phase.

The City People's Committee also requested the Gia Vien Ward People's Committee to proactively request departments, branches, agencies, and units in the area to closely coordinate with their functions and tasks, ensuring that the night street is organized safely, effectively, and in accordance with regulations.

The City People's Committee assigned departments, branches, and units to coordinate in organizing night streets, assigned the Department of Culture, Sports and Tourism to support the organization of cultural and artistic activities, tourism promotion; the Department of Industry and Trade and the Department of Agriculture and Environment to connect and mobilize businesses, cooperatives, and OCOP subjects to participate in introducing and trading products.

The City Police ensure security, order, fire prevention and fighting, rescue and traffic safety; The Department of Construction ensures infrastructure, lighting, water supply and drainage, green trees, and the landscape of the organized area. Relevant departments and branches coordinate to ensure food safety, funding, external information and operating conditions.

The City Women's Union, Hai Phong City Youth Union, City Cooperative Alliance, City Tourism Association coordinate to mobilize members, union members, businesses, and cooperatives to participate. City mass media agencies promote propaganda and promotion about the night street. People's Committees of communes, wards, and special zones proactively register to participate in performing and introducing OCOP products and local characteristic products.

The pilot implementation of the Night Trade, Culture and Food Street in Lach Tray 53 area aims to create a space for business, entertainment and recreation at night, serving people and tourists; and at the same time effectively exploit public space, promote the landscape and cultural values of the area, contributing to promoting trade, tourism and local socio-economic development.
