Railway Transport Joint Stock Company has just issued document No. 55/VTDS-KD dated January 9, 2026, allowing passengers to use HP15/HP16 train monthly tickets to travel on other trains on the Hai Duong - Hai Phong route, in order to facilitate the regular travel needs of officials, employees and passengers.
The policy applies from Monday to Friday every week, not applying holidays and Tet according to State regulations.
Passengers who want to use monthly tickets for other trains must fully meet the following conditions: passenger information matching the ticket; traveling on the correct route recorded on the ticket; valid ticket; being present at the station at least 30 minutes before the train departure time to complete new ticket issuance procedures.
Ticket issuance is only implemented for passenger trains that need to go immediately, without booking or pre-issuance. The policy does not apply to VIP carriages (A34).
At stations, if passengers have been issued boarding passes for train HP15/HP16 but switch to other trains on the same route, ticket sales staff will base on the ticket return time to carry out procedures, ensure rights and effectively use seats. New tickets will only be issued when passengers are present at the station to take the train immediately.
Hai Phong Railway Transport Branch is responsible for checking and comparing monthly tickets and changed tickets when passengers board trains, ensuring that tickets are used for the right subjects and on the right journey. The Company's inspection teams supervise the implementation and promptly rectify cases of improper implementation.
Train line HP15/HP16, starting operation from September 22, 2025, runs between Hai Duong station and Hai Phong station, to meet the travel needs of people, officials, civil servants, employees and students. This is the main means for officials and civil servants from the west of the city to work in the city center area.
