On December 17, at the "Conference on policies and solutions to attract investment in the Vietnam Ethnic Culture and Tourism Village" organized by the Management Board of the Vietnam Ethnic Culture and Tourism Village (Ministry of Culture, Sports and Tourism), delegates proposed many solutions to overcome difficulties in attracting investment in the Cultural Village.
In her opening speech, Deputy Minister Trinh Thi Thuy said that the conference aimed to promote and introduce investment in the Cultural Village. This is an opportunity to focus on implementing tasks and solutions to mobilize resources and attract investment in the Cultural Village. From there, it will both preserve national cultural values and truly become a modern, large-scale national cultural institution, ensuring sustainable development.
Recently, the Ministry of Culture, Sports and Tourism has focused on directing the implementation of many activities based on the position and functional requirements that the Party and State have assigned to the Vietnam Ethnic Culture and Tourism Village since its establishment. However, there are still challenges in mobilizing investment resources to develop the Vietnam Ethnic Culture and Tourism Village.
In the discussion session on “Favorable incentive mechanisms and investment development potential at the Vietnam Ethnic Culture and Tourism Village” of the Conference, representatives of enterprises and organizations expressed that the Cultural Village is the most stable planning area in Hanoi. However, in the past, investment in the Cultural Village has encountered many difficulties due to unclear investment policies and mechanisms, and regulations on the functions and tasks of the Cultural Village are also entangled with other regulations and laws.
Speaking at the Conference, Mr. Kieu Van Toan - Chairman of the Board of Directors of Kvinland Investment and Trading Joint Stock Company, proposed to soon issue investment regulations, and clearly define the functions, authority and tasks of the Cultural Village Management Board. In addition, the Cultural Village needs to pay more attention to building a team of staff to do investment work and organize trade promotion activities.
According to Mr. Kim Son - representative of Chien Thang Company, the problem in calling for investment in the Cultural Village is that the authority of the Cultural Village has not been clearly defined, leading to the coordination between the parties not achieving the best results.
At the session “Answering and resolving difficulties and attracting investment to the Vietnam Ethnic Culture and Tourism Village”, Mr. Trinh Ngoc Chung said that in recent years, although the Management Board has had many investment promotion activities, no investment projects have been implemented yet. This problem is due to many reasons.
First of all, in the past time, the Vietnam Ethnic Culture and Tourism Village encountered some difficulties due to the provisions of the current Investment Law with the authorities of the Management Board of the Vietnam Ethnic Culture and Tourism Village as stipulated by the Prime Minister in Decision 39/2014/QD-TTg.
In addition, the water level of Dong Mo Lake is unstable because it also has to perform irrigation tasks for neighboring agricultural areas. Currently, Hanoi City is implementing the Tich River improvement project. If the project is implemented quickly, Dong Mo Lake will no longer have to perform irrigation tasks for neighboring agricultural areas, and the landscape will be improved. However, due to difficulties in the State budget, the progress of this project has also been delayed.
In order for the Vietnamese Ethnic Culture and Tourism Village to be invested and developed in accordance with the goals set by the Party and the State, and to be exploited and operated effectively in the long term, the Management Board of the Vietnamese Ethnic Culture and Tourism Village proposes to apply investment incentives such as the Economic Zone for functional areas and investment-calling projects at the Vietnamese Ethnic Culture and Tourism Village to promote investment-calling advantages and speed up the filling of functional areas and investment-calling projects. This is also a driving force to promote the effectiveness and potential of developing the Vietnamese Ethnic Culture and Tourism Village to become a national Cultural and Tourism Zone.
“The Cultural Village is divided into two areas: public investment area and private investment area. Currently, to attract stronger investment into the Cultural Village, it is necessary to have a policy mechanism in accordance with the law.
“For areas attracting investment from non-state budget sources, breakthrough mechanisms are needed to facilitate investors in functional areas according to planning. From there, we can attract domestic and international tourists, to turn the Cultural Village into a national cultural, sports and tourism center,” Mr. Trinh Ngoc Chung shared with the press.
