On January 27, Khanh Hoa Provincial People's Committee said that it had sent a document to the Provincial Police, Department of Construction and commune-level People's Committee on organizing the temporary use of sidewalks and parking lots to serve the business of flowers and ornamental plants during the 2026 Lunar New Year.
According to Khanh Hoa Provincial People's Committee, this policy aims to create conditions for people to shop for Tet, while ensuring urban order, traffic safety and urban aesthetics during the peak period at the end of the year.
Previously, some localities such as Phan Rang ward, Dong Hai ward and Bao An ward had documents proposing to the Provincial People's Committee to temporarily allow the use of some parking areas and sidewalks on main roads to arrange Tet flower selling points.

According to the decision of the People's Committee of Khanh Hoa province, the People's Committees of communes and wards are allowed to proactively consider and decide on the temporary use of some sidewalk areas, parking lots or public spaces suitable for organizing flower and ornamental plant business points during the Tet period.
Commune-level People's Committees are fully responsible for selecting locations, scope, temporary use time and plans for arranging flower and ornamental plant selling points during the 2026 Lunar New Year. For roads and areas not under their management authority, localities must consult the Department of Construction before deciding.
Localities are required to publicize the organization plan, including the layout diagram, functional zoning and operating time.
At the same time, ensure requirements on urban order, traffic safety, environmental sanitation, security and order, and fire prevention and fighting.
After the business period ends, Tet flower and ornamental plant selling points must clean up and restore the original state of the used area, to prevent the situation of taking advantage of temporary use of sidewalks and roadways for wrong purposes.
Some people in Khanh Hoa province expressed their agreement with the policy of temporarily allowing the use of sidewalks and parking lots to sell Tet flowers.
Mr. Nguyen Chien Thang - a resident of Nam Nha Trang ward, said that arranging concentrated and managed flower selling points will help people conveniently shop. Small traders have more business conditions in the days leading up to Tet, and at the same time limit the situation of spontaneous trading causing unsightliness and urban disorder.
We people also want localities to clearly publicize locations, operating hours and strengthen management to both meet the needs of Tet shopping and ensure traffic safety and environmental sanitation" - Mr. Thang said.
