The People's Committee of Co To district has issued a pilot project to organize water recreation activities and visit islands in the district, according to Decision No. 466/QD-UBND.
According to the project, from April 2025 to the end of 2026, Co To district will pilot many water recreation activities at famous beaches, such as Van Chay, Hong Van, Vung Tron, Ba Chau, Co To Con..., with many types of rich services such as kayaking, water motorbikes, parading, and diving to see coral.
The district organizes 8 island tours connecting destinations with favorable natural conditions, including: Co To Con Island, Hon Ca Chep, Hon Su Tu, Hon Bay Sao, Hon Dong Nam, Thanh Lan Island and Tran Island.
Island tours are organized according to the principles of absolute safety control, environmental protection and ecological landscape protection.
At the end of the pilot phase of the project by the end of 2026, Co To district will conduct a comprehensive summary, assessment, learn from experience and complete the plan for long-term implementation.

Ms. Le Ngoc Han, Secretary of the District Party Committee, Chairman of the People's Committee of Co To District, said: "The goal of the Project is to diversify entertainment types, develop Co To tourism into a 4-season destination. The district will also continue to research and implement the addition of some public spaces to develop tourism and the night-time economy, such as: Co To Commercial Service Center yard, Ho Doan Ho area".
"Co To District pays special attention to digital transformation in tourism, helping local businesses easily connect with tourists through popular online sales channels such as Agoda, Booking, increasing opportunities for small tourism businesses," said Ms. Han.
