The decision to temporarily suspend electric vehicles was implemented after the People's Committee of Sam Son city issued a plan to implement Decisions No. 53 and 54/2025/QD-UBND of the People's Committee of Thanh Hoa province. The decision stipulates the scope and operating time for rudimentary vehicles, motorbikes, mopeds, 4-wheeled electric vehicles and means of transporting goods.
According to the new Decree of the Government, from July 1, 2025, 4-wheeled motorized passenger vehicles will only operate on routes with signs with a maximum speed not exceeding 30km/h. However, up to now, Thanh Hoa province has not determined the road system that is qualified to place signs according to regulations.
Therefore, electric vehicles carrying passengers in tourist areas such as Sam Son cannot continue to operate legally.
Sam Son city currently has nearly 500 4-wheel electric vehicles in operation.
The People's Committee of Sam Son City requires businesses providing passenger transport services by electric vehicles and individuals using spontaneous means of transporting students and tourists to temporarily suspend operations until there are full instructions and conditions according to the law.
Regarding internal transportation by electric vehicle or car (without toll collection), the city currently records that there are 3 units operating in accordance with regulations, including: FLC Sam Son Limited Liability Company, Sun Group Joint Stock Company and Hung Son Investment One Member Limited Liability Company.
These units continue to have to ensure full compliance with the requirements on the driver, vehicle, route and scope of operation according to the law.
For violations, the authorities will strictly handle them according to Decree 168/2024/ND-CP. Accordingly, a fine of VND 2-3 million and a deduction of 2 driving license points if there is no or is an incorrect use of the badge. Fine from 8-12 million VND and deduct 6 points if the operation is not on the correct route, schedule, time or permitted range.
Before the new regulation, a number of businesses and drivers requested that competent authorities promptly survey, review and advise on issuing specific instructions on the scope, route and operating time for electric vehicles.
