Khanh Hoa - Black, foul-smelling water from Ru Ri landfill (Bac Nha Trang ward) flows through residential areas and then flows straight into the sea.

On November 12, the People's Committee of Khanh Hoa province requested departments and branches to urgently handle the environmental pollution caused by leachate from Ru Ri landfill, Bac Nha Trang ward.

Khanh Hoa Provincial People's Committee assigned the Department of Finance to inspect and handle the proposed content of the project to upgrade and renovate Luong Hoa Wastewater Treatment Plant, ensuring the completion of the consultation and reporting before November 15, 2025.

The Department of Construction is assigned to coordinate and urge the Nha Trang Public Service Management Board to provide documents, and at the same time resolve problems within its authority to improve the effectiveness of pollution treatment in the Ru Ri area.

Ru Ri landfill was formed in 1980, an open-air landfill with outdated treatment technology, without a bottom lining, so leachate exists and flows into the environment for a long time.

Since 2014, the Nha Trang City Environmental Sanitation Project Management Board (now the Khanh Hoa Provincial Development Project Management Board) has closed the landfill, covered it with soil and waterproof film on the surface.

However, the bottom of the landfill cannot be renovated and is kept intact, causing leachate to continue to flow through the ditch into Can stream, Giang Day bridge area on National Highway 1.

According to local people, every time it rains, black water and foul odors come back, disrupting the lives of many households along the stream.

A representative of the Department of Agriculture and Environment of Khanh Hoa province said that the collection of leachate from the Ru Ri landfill (closed) and the Luong Hoa landfill has been brought to the Luong Hoa Leachate Treatment Station, with an average capacity of about 216m3/day and night. Meanwhile, the designed capacity is only 186m3/day and night.

In addition, the heavy rainwater from two upstream streams flows in, the treatment plant is overloaded, causing untreated leachate to overflow into the environment, flowing into the stream and into the sea.

The Khanh Hoa Department of Construction stated that the cause of overload is not only due to the increase in garbage but also because the current technical solutions are not thorough.
