On February 22, the Ministry of Construction said that this agency had just held a conference to appraise the Luong Son Urban Master Plan, Hoa Binh province until 2045.
Luong Son district is located on two important economic corridors identified in the planning of Hoa Binh province: the East-West economic corridor of Hoa Binh province and the Eastern economic corridor associated with the Ho Chi Minh road, the North-South Expressway of the West (CT.02).
In the priority area for developing clean industry and high-tech industry of Hoa Binh province (including Hoa Binh City, Luong Son), there is a lot of potential and advantages for socio-economic development and commercial tourism.
The planning scope includes the entire administrative area of Luong Son district, about 36,482.72ha. The planning objective is to build and develop Luong Son urban area to become a key tourism, service and industrial urban area of the province; creating a premise for the establishment of Luong Son town in the future.
Orient the development of urban and rural space in Luong Son district according to the roadmap for the establishment of Luong Son town; strengthen management and investment attraction; build and develop service urban areas, trade and housing development; plan development policies, attract investment, manage industry, services, urban and rural areas.
Luong Son urban area is planned as a type III urban area, the western gateway of Hanoi Capital; an important unit of transportation, logistics, trade services, tourism in the Northwest region; one of the socio-economic centers in the eastern area of Hoa Binh province with the main development drivers being industry, services, resort tourism, high-tech urban areas, and agriculture, with strong influence, promoting the development of other regions in the province.

This is an urban area that plays a role in supporting the functions of education, healthcare, trade, resort tourism services, culture, sports, and housing in Hoa Binh province as well as the western area of Hanoi.
The project forecasts that by 2035, the population of Luong Son urban area will reach about 180,000 people, the urban construction area will be about 9,213.78 hectares, the civil land area will be about 1,951.65 hectares, reaching an average of about 108.43 m2/person.
By 2045, the population will reach about 250,000 people, urban construction area will be about 10,593.97 hectares, civil land area will be about 2,498.29 hectares, reaching an average of about 99.93 m2/person.
Luong Son urban area is oriented to develop according to the multipolar urban model (3 centers, 5 routes, 4 functional areas) including: The centralmost point is Luong Son town and the surrounding area with 2 poles in the Central and South with their own characteristics; the urban development poles are linked together by the main urban axes and linked with the external and inter-regional traffic axes of Hoa Binh province and the Hanoi Capital Region.
Luong Son urban space is organized on the basis of forming 3 core centers: Northern, Central and Southern urban centers; 5 routes: 3 multi-functional mixed-use development corridors towards CT.02, National Highway 21, CT.39 Expressway and 2 commercial service corridors and along National Highway 6, National Highway 6 bypass and 4 main functional areas: Central urban area, tourist area, agricultural area and industrial area, construction materials production.
To improve the quality of the project, Deputy Minister of Construction Nguyen Tuong Van proposed to assess the current status and forecast of population and land use in the district, ensuring exploitation and best promotion of the potential and advantages of Luong Son urban area in the future.
Focus on preserving and promoting the value of the community identity of ethnic groups in the district; Complete the Project dossier for the People's Committee of Hoa Binh province to submit to the Prime Minister for consideration and decision.
