On February 4, Party Central Committee member and Deputy Prime Minister Tran Hong Ha chaired a meeting to listen to reports and give opinions on the Draft Decree regulating the functions, tasks, powers and organizational structure of the Ministry of Construction (after merging the Ministry of Construction with the Ministry of Transport).
At the meeting, Minister of Transport Tran Hong Minh said that the two ministries had met and agreed on the content of the draft Decree regulating the functions, tasks, powers and organizational structure of the Ministry of Construction (draft Decree).
Accordingly, the draft Decree inherits two decrees regulating the functions, tasks, powers and organizational structure of the Ministry of Construction and the Ministry of Transport previously.
In particular, the draft Decree fully and clearly stipulates the functions, tasks, powers and responsibilities of state management of the Ministry of Construction, without omitting any tasks or management contents, without duplication or overlap with other ministries and branches; ensuring smooth management from the central to local levels.
At the same time, supplement and clarify a number of functions on rural residential planning; domestic water supply, drainage and wastewater treatment in concentrated rural residential areas to facilitate people and businesses; ensure state management goals, and ensure consistency in the legal system.
The Ministry of Construction will be a Government agency, performing the state management function of: Construction planning, architecture; construction investment activities; urban development; urban and rural technical infrastructure; housing; offices; real estate market; construction materials; road, railway, inland waterway, maritime, civil aviation transport nationwide; state management of public services in the fields of state management of the Ministry according to the provisions of law.
The Ministry of Construction is expected to have 23 affiliated units (compared to 42 units of the two Ministries of Construction and Transport before the merger).
Concluding the meeting, Deputy Prime Minister Tran Hong Ha emphasized that it is necessary to firmly grasp the mindset that whatever the locality can do, it must decentralize and delegate power to the maximum extent.
At the same time, strengthen the capacity and consolidate departments and offices to perform state management functions and tasks in areas and activities that localities have not been able to do, or are specific to the construction and transport sectors, such as implementing many important construction investment projects.
The Deputy Prime Minister noted that the functions and tasks of managing architecture and construction in urban and rural areas need to go together like a shadow, with clear processes and standards.
At the same time, it is required that the content of digital transformation and green transformation must be reflected in all functions, tasks, and management areas of the Ministry of Construction.
Accordingly, in digital transformation, it is necessary to focus on infrastructure, databases, and digital trading floors; in green transformation, it is necessary to focus on infrastructure, urban ecosystems, and means of transport.
The Deputy Prime Minister requested the leaders of the Ministry of Construction and the Ministry of Transport to promptly absorb and complete the draft Decree, submit it to the Government for consideration so that it can be issued and take effect immediately after the National Assembly issues a resolution deciding to establish the Ministry of Construction.
