On February 26, the Ministry of Culture, Sports and Tourism (MOCST) issued a Plan to implement Resolution No. 11/NQ-CP dated January 15, 2025 of the Government on visa exemption under the Tourism Development Screening Program in 2025 for citizens of the following countries: Republic of Poland, Czech Republic and Federal Republic of Switzerland.
The Ministry of Culture, Sports and Tourism aims to effectively implement the above Resolution; improve the competitiveness of Vietnam's tourism in the international market through preferential policies, convenient entry procedures and unique tourism experience values.
At the same time, contributing to the implementation of Resolution No. 25/NQ-CP dated February 5, 2025 of the Government on growth targets of sectors, fields and localities to ensure the national growth target of 8% or more in 2025.
Then, on February 28, the Ministry of Culture, Sports and Tourism issued a Tourism stimulus program in 2025 with the theme "Vietnam - go to love".
This year's tourism stimulus program will bring many incentives in terms of prices, services and enhance the experience for tourists. Tourist areas, tourist attractions, historical sites and scenic spots will exempt or reduce entrance fees for visitors according to the law.

Services such as tourist transportation, accommodation, dining, entertainment, shopping and health care will be incentivized up to 50% depending on each service category and conditions applied by tourism, transportation businesses and service providers according to regulations. Localities will organize rich tourism programs, promotional events for local products and services to enhance the experience for tourists through in-person and online forms.
The Ministry of Culture, Sports and Tourism also said that in 2025, many activities and events will be organized to attract tourists. These include outstanding events such as: The 80th Anniversary of the Founding of the Socialist Republic of Vietnam; The 50th Anniversary of the Liberation of the South and National Reunification; international forums and conferences hosted by Vietnam such as: ASEAN Future Forum, Summit for Partnership for Green Growth and Global Goals 2030, Conference of Ministers of the United Nations Trade and Development Agency; National Tourism Year - Hue 2025, VITM Hanoi International Tourism Fair 2025, ITE Ho Chi Minh City International Tourism Fair 2025...
The Vietnam National Administration of Tourism and related units will organize talks on product development, surveys of new and unique destinations and products and services in localities. Localities, associations and businesses will proactively build and sell linked tourism product packages including: Cultural and heritage tourism; culinary tourism; golf tourism; eco-tourism, agriculture, rural areas... Encourage the production of products and items with advantages and unique characteristics of the locality (OCOP products) as gifts and souvenirs for tourists...
To effectively implement the stimulus program, the Ministry of Culture, Sports and Tourism announced, communicated and promoted the stimulus program in the 2025 Tourism Promotion Plan; deployed communication campaigns on social networking platforms and online tourism channels.
Build a website to stimulate tourism demand so that localities and businesses can update products, promotional programs, service incentives, publicize information about tourism programs, destinations and tourism events, helping tourists conveniently look up information related to the stimulus program.
Organize tourism promotion programs in key and potential tourism markets to stimulate tourism and increase international tourism attraction.
In 2025, the tourism industry aims to welcome 22-23 million international tourists; serve 120-130 million domestic tourists. Total revenue from tourists reached about 980 - 1,050 trillion VND.
