According to Decree 165/2024, from February 15, 2025, 4-wheeled motorized passenger vehicles will only operate on routes with a maximum speed limit of 30 km/h, applicable to all vehicles.
However, since 2014, the Ministry of Transport has issued instructions on localities removing speed limit signs below 40 km/h (20 km/h, 25 km/h and 30 km/h).
Therefore, Ho Chi Minh City and most provinces and cities across the country currently no longer have signs with such low limits, except for some specific locations, especially dangerous such as the A branch of Cat Lai overpass or a few places under construction.

Thus, tourist vehicles operating in these areas are at risk of having to stop operating according to the new Decree.
On the other hand, if there are signs limiting the maximum speed to 30 km/h for 4-wheeled electric vehicles, it will lead to many problems. Because of the characteristics of Ho Chi Minh City, Da Lat or many other cities, routes outside internal residential areas serve almost all motor vehicles. If a speed limit sign is installed at 30km/h, it will affect traffic, because other types of vehicles also have to comply with the signs.
To remove obstacles, the Department of Transport is currently recommending the City People's Committee to report to ministries and branches for guidance and unified implementation of a number of regulations related to the operation of small 4-wheeled electric vehicles. The transport sector in the cities that recommended the above type is still allowed to operate with limited time and scope.
On February 11, in Da Lat City (Lam Dong), the Provincial People's Committee decided to stop piloting 4-wheel electric tourism vehicles from February 15, because there is no road in the area with a maximum speed of 30 km/h.
Previously, Da Lat had two businesses participate in a pilot program to transport tourists by small 4-wheeled electric car. During the pilot process, the operation of this type of vehicle had some shortcomings such as not running on the correct route, stopping and parking in violation of regulations...
In Ba Ria - Vung Tau, there are 7 enterprises that have been approved by the Provincial People's Committee to invest in small 4-wheeled electric vehicles to transport tourists for sightseeing and tourism with a total of more than 260 units operating in Vung Tau City and Con Dao. The cars work quite well, convenient for picking up and dropping off visitors to tourist attractions.
In Nha Trang (Khanh Hoa), small electric vehicles contribute to meeting the needs of tourists and reducing pollution. However, this type of vehicle also shows limitations in traffic safety when running with other types of vehicles on the road.
Currently, the Department of Transport in localities has met and consulted with the Provincial People's Committee to propose appropriate solutions so that electric vehicles can still operate safely on some routes, in accordance with the new Decree.
Previously, the operation of tourist electric vehicles in Nghe An encountered problems with registration and inspection. At the end of December 2022, electric vehicle owners received a notice of a new electric vehicle management plan from the People's Committee of Cua Lo town, requiring electric vehicle owners to register and inspect according to Circular 86 2014 of the Ministry of Transport and Circular 58/2020 of the Ministry of Public Security.
However, most electric vehicles have been used for many years, do not have enough documents and conditions to register and inspect. Many four-wheeled electric vehicle businesses have registered to buy new electric vehicles to ensure registration and inspection conditions.
